Call for Consultancy Service:
To Review, Harmonize and Develop REACH Ethiopia Organizational Policies and Manuals
REACH Ethiopia invites qualified individual consultants and consulting firms to express their interest in undertaking a consultancy to review, harmonize, update, and develop REACH Ethiopia’s organizational policies and manuals.
About the Consultancy
The consultancy will assess REACH Ethiopia’s existing policies, guidelines, and procedures and develop practical, harmonized manuals that strengthen internal controls, clarify roles and responsibilities, improve operational consistency, and ensure alignment with applicable Ethiopian laws, regulations, and donor requirements.
The assignment will cover the following key areas:
- Finance and Financial Management
- Procurement
- Human Resources
- Cost Allocation
- Fleet Management
- IT and Email Management
The consultant will also conduct stakeholder consultations, identify gaps and inconsistencies, review relevant legal and donor compliance requirements, develop appropriate procedures and workflows, and prepare standard forms, templates, and tools.
Consultant Qualifications
Interested consultants/firms should have relevant experience in organizational policy/manual development, preferably within Ethiopian NGOs/CSOs, and demonstrated knowledge of Ethiopian legal and regulatory requirements, donor compliance, internal controls, Finance, Procurement, HR, cost allocation, fleet management, and IT governance/security.
