Have you got experience of developmental evaluations? Are you excited about the role of adaptive management and developmental evaluations in the achievement of project goals for complex programmes? Support Sightsavers in piloting a developmental evaluation approach in an innovative inclusive eye health project in Nigeria.

We are looking for a consultant who can support this project throughout implementation and ensure we achieve equitable access to, and positive experience of, quality eye health services for women and men with disabilities in Kogi State.

Background

This project is part of the six-year Disability Inclusive Development programme led by Sightsavers and funded by UK Aid. Sightsavers is supporting the Kogi State Government to implement a comprehensive eye care programme that aims to strengthen the local eye health system and improve access to eye care in the project areas.

The project will reduce avoidable visual impairment and improve population eye health through developing sustainable locally owned systems for prevention and treatment of common eye conditions. As an innovation project under the DID programme, Sightsavers will undertake a scale project upon completion, based on the evidence generated.

Disabled People’s Organisations (DPO) are key partners in the design and implementation of the project. In line with the programme’s principles, learning and adaptation also play a central role in the project.

Evaluation approach

The purpose of the evaluation is two-fold:

  • To assess the contribution of the interventions in providing equitable access to, and quality of, eye health services for women and men with disabilities; and
  • To determine which and to what extent these interventions could be scaled-up

The methodology must be participatory, inclusive of DPOs and project stakeholders in the capturing of learnings and analysis of results. The learning and evaluation process will ensure adequate reflection on progress against outcomes to enable adaptive management.

The overall findings and recommendations produced by the evaluation will guide the development of the project proposal for the scale phase of the project. Findings will also be useful for informing wider programming design and decisions.

Evaluator requirements

Sightsavers is looking for a consultant (based in Nigeria or willing to travel there), working alone or with the support of an external expert/academic institution, who can provide the following skills and competencies:

  • Project and programme analysis, facilitation skills, knowledge management and dissemination, report writing and oral presentation skills (Required)
  • Considerable experience in conducting evaluations (Required)
  • Developmental evaluation expertise and experience (Desirable)
  • Understanding of eye health, the health system in Nigeria and matters related to disability inclusion at global and local levels (Desirable)
  • Able to communicate in Yoruba, Igala and Ebira (Desirable)

Timeframe

This is a 2.5 year project. The consultant will be required to ensure approximately 102 work days to support the project throughout its duration.

The Consultant Agreement will be signed in April 2020 with the final evaluation report submitted in April 2022.
