CALL FOR EXPRESSION OF INTEREST FOR LOCAL PARTNERSHIP WITH TOGETHER FOR INCLUSION INTERNATIONAL in SOMALIA and SOMALI- LAND ON HUMANITARIAN RESPONSE

Purpose

The purpose of this call for expressions of interest is to invite local NGOs with relevant experience in humanitarian response in the following sectors; Child Protection, Multipurpose Cash Assistance, Gender base violence, Water, Sanitation, and Hygiene (WASH), and Nutrition in Somalia and Somaliland for a potential partnership with Together for Inclusion International Somalia/Somaliland. The successful Local NGOs will contribute to savings lives, alleviating suffering and promoting the right to life with dignity of the targeted vulnerable population affected by different crisis.

Applications must be submitted in English, and they will be assessed by a Technical Review Panel to identify NGOs that have the mandate, capacities and demonstrated expertise to support the achievement of respective humanitarian response objectives and goal. It should be noted that participation in this Call for Expression of Interest does not guarantee the NGO will be selected for a partnership with TOFI International Somalia/Somaliland.

TOFI International is a development and humanitarian organization founded in 1958, that Focuses on strengthening the rights of persons with disabilities within thematic areas, human rights Advocacy, Inclusive education, Economic empowerment children’s rights and equality for women and girls. We work with children, young people, and communities, and we are committed to making a lasting impact on the lives of the most vulnerable and excluded children while supporting children’s rights and gender equality. We work together with, our supporters, government, and partners that aims to remove barriers that exclude children living with disabilities from accessing safe, quality and inclusive education.

Together for Inclusion International in Somalia (‘TOFI”) will commenced operations in 2025 focusing on protection including child protection and Gender based violence , Health and Nutrition , water Sanitation and Hygiene ( WASH) Protection including livelihood for Protection , Child Protection , Gender based Violence( GBV) Multipurpose Cash Assistance ( MPCA) Advocacy to support disabled person organization, ( DPO) in Somalia promoting children’s rights and equality for Women and girls and women within its humanitarian and protection programming portfolio. Our programs are designed to deliver significant changes for girls and boys, putting a special emphasis on gender equality. We see clear links between fulfilling children’s rights, achieving gender equality, and ending child poverty. Every girl and boy, has the right to be healthy, educated, protected, valued, and respected in their community and beyond.

At present, TOFI International has projects in child protection, education, food security, WASH and health in both humanitarian and development settings. In all programs and projects, we actively promote gender equality and empowerment of girls and women. We have been working in partnership with the government and local stakeholders to promote a brighter future for Somali children. We have a strong localization commitment and are actively seeking new partnerships with local NGOs.

Background of the EoI

The growing impact of complex emergency conditions is putting at risk the lives of millions of women, girls, children and person with disabilities, increasing the number of people who rely on humanitarian assistance, and exacerbating pre-existing crises and poverty. The country has been accommodating internally displaced people as a result of protracted conflict, insecurity, as well as climate disaster. This has raised humanitarian needs and made the population increasingly vulnerable to widespread food insecurity, displacement, and loss of livelihoods, preventing children, person with disabilities to be timely supported with basic lifesaving needs there by exacerbating their protection risks.

In reference to the increasing need for Humanitarian assistance, coverage gap and unmet needs, TOFI International in Somalia would like to scale-up its humanitarian work in the sectors of Child Protection, livelihood for protection, Cash Assistance, Gender, Water, Sanitation and Hygiene, and Nutrition Gender based Violence (GBV) Multipurpose Cash Assistance (MPCA) Advocacy to support disabled person organization, (DPO) through local partners.

Therefore, TOFI is requesting EOIs for partnership with local organizations operating in both Somalia and Somaliland.

Minimum eligibility requirements for the local NGOs

  1. Local non-governmental organizations (NGOs) duly registered with the federal Government/Somaliland/State and eligible to operate in the country.
  2. The organisation should have active field presence for not less than 3 years (cumulative).
  3. The organisation should have the ability to establish or expand operation in the targeted location within a short period.
  4. The organisation should demonstrate a strong commitment to international humanitarian principles, including clear standards for child protection, disability, gender equality and women’s empowerment, protection from sexual exploitation and abuse and anti-fraud and anti-corruption.
  5. The organisation should have strong commitment towards gender equality and inclusion
  6. The organisation should have its country office specific accounts audited (at least for the last 3 years) by a certified public accounting firm. The reports should be made available as public documents, as and when required.
  7. Proven engagements and partnerships with government ministries and share a letter of support from your line government institution.
  8. project management expertise that has been proven, both financially and operationally. Provide supporting documentation, such as project reports, evaluations, and audit reports.
  9. The organisation should have experience in implementing a minimum three programs in the following sectors: Child Protection, Cash and Voucher Assistance, Education in Emergency, Water, Sanitation and Hygiene, Nutrition and Health

  • HACT certification
  • audited financial statements for at least the past 3 years
  • Two reference letters by a current or previous donor
