Background

Tostan is a nonprofit organization headquartered in Thies, Senegal, operating in five West
African countries and partnering with actors across Africa and around the world through
training and mutual learning. Tostan’s mission is to empower communities to develop and
achieve their vision for the future, and inspire large-scale movements leading to dignity for all.
Since its founding in 1991, Tostan’s flagship program, the Community Empowerment Program,
has supported community-led impacts in education, health, economic empowerment,
governance, the environment, and many other areas. Tostan has been particularly proud to
play a significant role in the large-scale empowerment of women and girls, the community-led
abandonment of harmful practices such as female genital cutting and child marriage, and the
expanding partnership between local community leaders and local government in creating
sustained change.
Tostan has also built and scaled a platform to share its work with other organizations and has
welcomed over 900 development practitioners and local leaders from 49 countries across
Africa and around the world to engage in its model. Tostan’s global efforts to champion
community leadership, empowering education, and other critical topics have shaped
development approaches, policies, and priorities at many levels.
In early 2023 Tostan launched its Strategy to 2030 : In partnership for community well-being.
Developed in collaboration with partner communities, local & national government, and
supporters from around the globe, this strategy will support breakthroughs in community
well-being by engaging new clusters of communities, deepening connections and resources
at local level, and catalyzing the broader ecosystem of actors that support communities.
In line with its commitment to innovation and progress, Tostan acknowledges the
necessity of an updated digital presence to effectively communicate its mission, engage
stakeholders, and attract a wider audience. This recognition is reinforced by the
recommendation resulting from Phil’s 2021 communications audit, emphasizing the need to
revamp the website for improved accessibility, functionality, and visual appeal to all Tostan
stakeholders. The project aims to enhance the website’s accessibility, functionality, and
appeal to better serve Tostan’s stakeholders and engage a broader audience.
Tostan invites interested website designers to submit proposals for the redesign and
development of its current website. The selected company will work closely with Tostan’s
Communication Team to redesign and develop a user-friendly and visually compelling website
that reflects Tostan’s mission, values, and impact.
Objectives
1. Enhance the website’s navigation, readability, and functionality to ensure seamless
access for stakeholders
2. Improve the external communication of Tostan’s programmes and the accessibility of
information for existing and potential partners
3. Optimize Layout and Design to prioritize user experience, incorporating intuitive
design elements, visual enhancements, and responsive features to captivate and
retain visitors
4. Expand Audience Reach leveraging SEO optimization, social media integration, and
multimedia content to attract a diverse audience interested in community
development and human rights

Project Scope
The website redesign project encompasses the following key components:
– Developing a new website architecture that takes into account information prioritization.
– Development of wireframes, prototypes, and design mock-ups
– Content migration and optimization
– Implementation of responsive design for seamless mobile accessibility
– User testing and feedback integration
– Integration of search engine optimization (SEO) best practices
– Training sessions for Tostan staff on website management and updates
Deliverables
The selected company is expected to deliver the following:
– A new website architecture
– Design mock-ups and wireframes for website layout and navigation
– Integrate website traffic analytic and measuring tools
– Fully functional prototype of the website for review and feedback
– Usability testing record of the high fidelity prototype
– Finalized website with optimized content and responsive design
– Usability testing record of the developed website
– Training sessions for Tostan staff
– Ongoing support and maintenance post-launch (at least 3 months after launch)
Timeline
The project is scheduled to be completed by October 2024. The timeline for deliverables and
milestones will be mutually agreed upon by Tostan and the selected service provider.
Budget
The total budget allocated for this project is $45,000 USD, inclusive of all expenses related to
design, usability testing, development, and training.
Evaluation Criteria
Proposals will be evaluated based on the following criteria:
– Understanding of Tostan’s mission, values, and target audience
– Experience and expertise in website design and development, particularly for nonprofit
organizations
– Detailed explanation of the services that could be provided within the estimated budget:
analysis, workshops, website design, maintenance services, SEO strategy, etc.
– Proposed approach and methodology for website redesign
– Demonstrated ability to meet project deadlines and budget constraints
– Portfolio of previous work, including relevant case studies and client references
– Ability to work and collaborate via Figma or Adobe XD
– Timeline of execution

Submission Guidelines
Interested service providers are invited to submit their proposals by May 21 . Proposals
should include a detailed project plan, budget breakdown, team composition, and relevant
credentials.
