Nature of the consultancy:

Development and delivery of trainings materials on trafficking in persons with a focus on the protection aspects tailored to different target groups from governmental as well as non-governmental entities.

Project Context and Scope:

The Regional Development and Protection Programme for North Africa (RDPP NA) aims to build capacity and support systems for migration, asylum, and durable solutions in North African countries along the Central Mediterranean route. It takes a regional approach to consolidating protection frameworks and reinforcing human rights within mixed migration contexts.

Within the framework of RDPP in IOM Egypt, the main objective is to support relevant national stakeholders in Egypt to address trafficking in persons and protect victims through capacity building, technical support, and prevention campaigns. Under this project, in partnership with the National Coordinating Committee for Combating and Preventing Illegal Migration and Trafficking in Persons (NCCPIM&TiP), IOM will organize several training workshops in Egypt, bringing together relevant actors, such as humanitarian actors and key institutions delivery support and care to victims of trafficking.

The goal of these workshops will be to enhance the identification of trafficked individuals and facilitate the use of national mechanisms and procedures to refer victims of trafficking for support and care and ensure that professionals offering assistance and relief are linked to law enforcement officers and other officials of the criminal justice response.

Organizational Department / Unit to which the Consultant is contributing:

Protection Division under the Counter Trafficking Portfolio – the sixth cycle of the Regional Development and Protection Programme.

Responsibilities

Category B Consultants: Tasks to be performed under this contract:

Under the overall supervision of the Counter-Trafficking Project Officer and the direct supervision of the RDPP National Programme Officer, the consultant will be hired to work on three main deliverables :

  • Liaise with the IOM Project Management Team and agree on the modalities of delivery of the multidisciplinary workshops and the participants.
  • Participate in a 1-day online preparatory / briefing session with the IOM Project team and/or experts designated by IOM to be acquainted with the work already accomplished and materials developed in view of the delivery of the multidisciplinary workshops (1 working day).
  • Complete and finalize the training materials to be used for the delivery of the activities (3-4 workings)
  • Prepare and design of Counter-Trafficking workshop content to be tailored for different target groups, i.e. social workers, NGOs staff, Health staff,religiouss leaders, with the full satisfaction of the Project Manager.
  • Deliver as lead trainer in coordination with other resource persons 4 to 5-day workshops on the abovementioned topics for relevant actors interacting with potential victims of trafficking/survivors of TiP.
  • Deliver Counter-Trafficking sessions during training workshops, with the full satisfaction of the Project Manager.
  • Prepare and submit one workshop report for each workshop presenting the outcomes and conclusions of each workshop.
  • Submission of a comprehensive report after each training workshop on the session and test results with the full satisfaction of the Project Manager.

Performance indicators for the evaluation of results

  • Conduct meetings with IOM teams: 1 prior each training.
  • Conduct trainings to relevant stakeholders: 3 and more per trimester
  • Prepare a report providing comments, recommendations, and areas of improvement for future trainings: 1 after each training.

The consultant’s performance will also be evaluated against the following criteria: timeliness, responsibility, initiative, communication, and quality of the products delivered.

Qualifications

Education

  • Holds a university degree in the field of social work, international relations, social sciences, development studies or a related field.

Experience

  • Minimum of 5 years work experience in the field protection, case management, and/or social work, human trafficking and human rights. Ideally with some of this experience being withing a migration context.
  • Have a good understanding of migration issues, in particular migrants’ rights and migrants’ protection mechanisms.
  • Experience in providing capacity building or advisory services to Government entities, UN agencies, international NGOs and other actors in the field of Counter- trafficking, especially in the national or international context is required.
  • Proven understanding and knowledge of international anti-trafficking standards.
  • Demonstrated knowledge and experience in conducting need assessments and developing training modules/curriculum, training materials, and facilitating stakeholder/working group consultations and trainings.

Languages

  • Excellent written and oral English and Arabic languages.

IOM’s official languages are English, French and Spanish.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
