Project Overview
Pact strives for a world where all people are heard, capable, and vibrant. The five-year USAID-funded project, Hay Tao – part of USAID Madagascar’s Conservation and Communities Program (CCP) – aims to enhance the enabling environment for effective community-based natural resource management (CBNRM) and conservation of biodiversity in Madagascar through a number of targeted interventions.
Pact’s activities under this USAID Hay Tao contract will contribute to CCP’s three objectives:
- Objective 1: Targeted ecosystems sustainably managed through improved CBNRM and better protected area management
- Objective 2: Human wellbeing improved near selected areas of High Biodiversity Value through economic development and social support programs that help protect biodiversity
- Objective 3: Decentralized natural resource governance enhanced through more effective environmental policy, tenure security and civil society engagementPact has an immediate need for a highly competent development professional to fill the following position.
Position Purpose
Pact seeks a Capacity Development Officer to support the Hay Tao project in Madagascar. The Capacity Development Officer will be responsible for progressively strengthening the capacity of designated civil society organizations (CSOs) and other local actors. The Capacity Development Officer will lead capacity development assessments, adapt Pact’s existing tools, and oversee the resulting organizational and technical support; including but not limited to the provision of technical assistance, mentoring and coaching, and peer learning. Successful applicants will support the quality of the design and delivery of the program’s capacity development activities and ensure compliance with all donor, consortium, Pact, and project-specific policies.
Key Responsibilities
- Working closely with the Institutional development Specialist, support the development of USAID Hay Tao’s strategies and approaches for effective capacity development for CSOs and other local actors on organizational development, and decentralized natural resource governance and protection of natural resource tenure rights
- Tailor and adapt Pact’s capacity development processes and tools to the local context
- Develop capacity development materials and processes for specific areas/topics identified as needed for capacity development of partners, including training, mentoring and coaching of partners, peer learning, and other methodologies.
- Provide training and mentoring to local consortium partners, project grantees, and other actors, for specific areas/topics identified as needed for capacity development
- Support capacity development-related activities for CSOs and other local actors in diverse areas of organizational development (e.g. program management, resource mobilization, and monitoring and evaluation) and technical capacity development (e.g., CBNRM, sustainable livelihoods, advocacy, data management, land tenure security).
- Support the technical team to ensure gender and youth issues are mainstreamed into all activities and capacity development initiatives.
- Contribute to the development of annual workplans, performance monitoring systems and tools, and writing of program reports.
- Support the Institutional Development Specialist with other activities as needed.Basic Requirements
- Bachelor’s degree in international development, organizational development, business or public management or a related area
- A minimum of 5 years related experience in implementing technical and organizational capacity building programs
- Demonstrated experience in developing the capacity of community-based organizations and networks
- Demonstrated understanding of gender, youth, and women’s issues in NRM sector
- Ability to travel
- Malagasy working proficiency
- Strong written and verbal French and English communication skills
- Strong planning and inter-cultural communication skills
- Demonstrated flexibility, adaptability, and ability to perform and collaborate under challenging conditions
- Ability to work independently and produce timely and high-quality resultsPreferred Qualifications
- Proficiency with theories, methods, and technology in capacity development field
- Knowledge of USAID rules and regulations
