Background

SoCha is contracted to provide Monitoring, Reporting, and Capacity Strengthening (MRCS) support to complement and augment USAID’s Sahel Regional Office (SRO) performance management activities within its portfolio. Over a period of five years (2022-2027), MRCS is providing this technical assistance to the Sahel Regional Technical Office (SRTO), Sahel Regional Program Office (SRPO), the Niger Mission, the Burkina Faso Country Office, the Bureau for Humanitarian Assistance (BHA) Resilience Food Security Activities (RFSAs) in Niger and Burkina Faso, as well as limited support to other SRO-supported countries.

SoCha seeks a highly qualified Capacity Strengthening Specialist to work on SoCha’s MRCS team. The Capacity Strengthening Specialist will work under the direction of SoCha’s CLA Advisor.

Scope of Work

Responsibilities of the Capacity Strengthening Specialist will include:

  • Support the activity by providing competency-building interventions to USAID, implementing partners, and other relevant stakeholders. Support will include training, coaching, and other learning and capacity-building techniques.
  • Support building the capacity of USAID staff and other relevant stakeholders in the following areas: Monitoring, Evaluation, and Learning (MEL), performance and context monitoring, third-party monitoring, and other monitoring methods.
  • Providing training to implementing partners on USAID M&E policies and procedures.
  • Providing training to implementing partners on USAID reporting systems.
  • Providing technical guidance in accordance with USAID MEL policies.
  • Providing guidance and feedback when implementing partners draft their Activity MEL Plans.
  • Support national government’s MEL institutions; Demand-driven technical assistance to government entities to strengthen their analytical and applied MEL capacities, monitoring, evaluation, and learning systems.
  • Supporting capacity strengthening in data collection and data analysis.
  • Providing training on impact measurement.
  • Creating webinars and other training resources in English and French.
  • Supporting training events and communications initiatives with logistics, planning, and facilitation services.
  • Experience with youth, PLWH and/or LGBTQ+ a plus.

Minimum Qualifications and Experience

  • Bachelor’s degree in international development, political science, economics, public health, public administration, or a related field. Master’s degree preferred.
  • At least six (6) or more years of experience designing and delivering capacity-building initiatives with adult learning techniques and methods.
  • Knowledge of MEL principles, practices, and standards.
  • Experience working on donor-funded activities desirable, particularly USAID.
  • Experience drafting high-quality reports and communication outputs in English.
  • Excellent communication skills in English and French, local languages beneficial.
