About the Context

NRC has been operational in Nigeria since 2015. The country programme aims to ensure that all interventions are market‑sensitive, integrating Cash and Voucher Assistance (CVA) and market‑based approaches where appropriate. NRC Nigeria has extensive experience in market‑based programming across core competencies, including livelihoods, protection, shelter, and multipurpose cash assistance under the Rapid Response Mechanism (RRM).

The Country Programme aims to scale up the use of CVA and strengthen digital delivery systems, while exploring additional technologies suited to the operational context.

What we are looking for

The Cash and Market Systems Adviser support the design, improvement, and scale‑up of cash and market‑based interventions, ensuring they are technically sound, context‑appropriate, and aligned with NRC standards.

The role provides technical guidance across programme teams, supports system development, strengthens coordination, and contributes to programme quality, monitoring, and risk management. It also supports the implementation of the RRM through MPCA and local partners.

What you will do

  • Ensure adherence to NRC policies, guidance, and procedures.
  • Promote the rights of IDPs/returnees in line with NRC’s advocacy strategy.
  • Advise, support, coordinate and manage the development and implementation through local partners of the RRM, ensuring that activities are delivered in accordance with project proposals, donor requirements, and established standards for implementation, budget management, documentation, and reporting.
  • Contribute to programme development through CVA and Market Systems-related technical inputs.
  • Develop and contextualise technical guidance, SOPs, tools, and training modules to support the integration of cash and market systems across CCs and program areas.
  • Contribute to, review and advise on adaptations of program strategies to ensure the integration of Cash & Market Systems and promote growth and sustainability.
  • Strengthen systems and approaches for market-sensitive and cash-responsive programming.
  • Technically assist and support CC teams in applying cash and market systems in their programs according to established plans of action.
  • Build capacity of NRC and partner staff on CVA, market systems, and digital payment technologies.
  • Liaise and collaborate with relevant local and national authorities and stakeholders, and represent NRC in relevant forums/clusters/working groups

What you will bring

Professional Competencies

  • Bachelor’s degree in social sciences, Development Studies, Business Studies or Economics, or another relevant field, highly preferred.
  • At least 3 years of field experience in cash and market-based programming with a focus on market systems.
  • Understanding and experience of the specific demands of CVA and market-based programming in humanitarian response settings, including but not limited to Nigeria.
  • Demonstrated experience with multi-sector emergency response, including MPCA and RRM
  • Experience in directly building partnerships with the private sector and working with local Partners
  • Familiarity with digital payment platforms and CVA delivery tools.
  • Strong strategic thinker with demonstrated capacity to translate concepts into action, with proven ability to be accountable for all components of the program
  • Proven experience of working in complex and volatile contexts
  • Strong coordination skills
  • Fluency in English, both spoken and written, required

Context-Related Skills, Knowledge, and Experience

  • Experience with cash and market–based programming in the development/ humanitarian field in Northeast Nigeria or similar contexts
  • Experience working with local Partners
  • Robust experience with market analysis in the humanitarian sector
  • Experience with inter-agency coordination in the development/ humanitarian field
  • Very strong analytical skills (experience in collecting and analysing large amounts of data)
  • Excellent facilitation and presentation skills
