The WHH Sudan Cash and Voucher Assistance (CVA) program addresses acute humanitarian needs while promoting resilience among vulnerable communities affected by conflict, displacement, and economic instability. The program focuses on delivering cash transfers and vouchers to enable access to food, essential non-food items, and livelihood support, ensuring flexibility and dignity for beneficiaries. By leveraging digital payment systems and local markets, the initiative strengthens market functionality and fosters local economic recovery. Additionally, WHH integrates CVA with complementary activities such as nutrition, WASH, and capacity building to create a holistic approach that addresses immediate needs while contributing to longer-term recovery and development.

As Cash Coordinator you will work as part of the country programs team to provide coordination, technical guidance, and oversight of cash and voucher assistance (CVA). The role focuses on ensuring harmonized approaches across projects, maintaining the relevance of the modality, and ensuring programme quality. You will work closely with project teams and partners to ensure compliance with WHH and country-specific standards. With your work you will contribute to strategic development in CVA programming for WWHs Sudan program.

Your responsibilities

  • Review and Develop Systems: Continuously assess WHH’s cash and voucher assistance (CVA) systems, establishing, reviewing, and developing Standard Operating Procedures (SOPs), guidelines, and harmonized approaches across various projects to ensure high-quality implementation of CVA activities.
  • Technical Leadership: Provide technical leadership for cash-based Programming for the Country Office and set the strategic approach with regards to CVA in relation to the wider country strategy, evolve and develop tools that enhance the quality of CVA
  • Training and Compliance: Ensure that Heads of Projects and Project Officers are trained on WHH SOPs and harmonized tools for implementing CVA.
  • Capacity Building: Identify the capacity development needs of CVA teams and partners, providing or facilitating training to align with both local and global humanitarian practices in cash programming.
  • Coordination and Integration: Collaborate with the Head of Programmes and Programme Advisors to establish referral systems between WHH’s emergency CVA projects, recovery actions, and national social protection systems.
  • Representation and Advocacy: Represent WHH in Cash Working Group (CWG) meetings and other relevant platforms, advocating for improved responses and position WHH as a key actor in CVA activities.
  • Monitoring, Evaluation, and Learning: In collaboration with the MEAL Coordinator, the Cash Coordinator will conduct learning reviews and assess the impact of cash and voucher activities and evaluate quality of programming.
  • Risk Assessment and Mitigation: Lead feasibility and risk assessments, and ensure that all CVA programs have anti-fraud systems in place that mitigate misuse on all operational levels
  • Coordination and Engagement: Engage with CWG, international and national organizations, and local authorities to maintain a contextual understanding of the CVA response and to identify gaps.
  • Vendor and Market Engagement: Supporting Heads of Projects, the Coordinator will assist in identifying and contracting vendors and market actors for voucher programming.
  • Platform Management: Support the introduction of the Red Rose system and manage the platform, support staff and partners to use it, and oversee user accounts for staff, partners, and traders;
  • Field Visits and Stakeholder Engagement: Conduct regular field visits to CVA project sites, engaging with project participants and market actors, diagnosing needs for improvement, and recommending solutions to ensure high-quality programming.
  • Financial Oversight: Work with the Finance Department and project teams to identify and contract Financial Service Providers and traders for voucher programming.
  • Reporting and Programme Review: Participate in monthly program review meetings, contributing information on program quality, progress, and challenges to ensure continuous improvement of CVA activities.

Your profile

  • A University or College degree in a relevant field
  • At least 5 years experience of working internationally/nationally in Cash & Voucher Assistance in emergency settings, for a broad range of institutional donors and sectors
  • At least 5 years of CVA Management experience in cooperation with local implementing partners
  • Experience of supporting humanitarian preparedness, response, and recovery; previous humanitarian experience in hard-to-reach areas and remote implementation
  • Experience with various cash and voucher mechanisms, including mobile, digital, card, paper voucher, and cash in hand
  • Strong coordination and leadership skills
  • Recognizing the growing value of data and striving to make evidence-based decisions
  • Experience with electronic platforms for Cash-Based Programming, such as RedRose
  • You recognize the growing value of data in your field and strive to make evidence-based decisions, exploring how tools like data processing, visualization, and communication can enhance your work.
  • Readiness to receive necessary vaccinations for working in Welthungerhilfe’s program countries
  • Fluency in verbal and written English. Knowledge of Arabic is an asset
