Role Purpose:
The CT & FSL PM will play a lead role in managing the establishment and set-up of Cash Transfer Programming (CTP) as well as any FSL initiatives. across Save the Children response sectors by focusing on market analysis, cash transfer modalities, targeting and implementation. Specifically: 1) leading on the CTP Feasibility and Risk Assessment; 2) undertaking the CTP Delivery Mechanism Assessment, providing recommendations and contingency planning to support the scale up of cash transfer programming; 3) support the cash advocacy strategy/plan. The post holder will work closely with programme management to ensure that assistance complements and enhances the recovery and strengthening of local markets. The role will also involve coordination with the wider community and with local financial partners on the delivery mechanisms, transfer values and targeting of CTP.
This position will report to the program Operations Director and will work closely with all relevant sector technical specialists (Health, Nutrition, Education, CP, CRG, WASH, etc.) and Area and Field Managers to support the development of multi sector market based assistance programmes. The post holder will work closely with colleagues in finance and logistics as well to ensure that decision making in CTPs maximises household and community recovery for children and their families in affected areas.

Location: Darfur, Sudan (negotiable)
Qualifications and Experience
Required:
- Minimum 5 years of experience working internationally in the design and implementation of cash and market based programming, including direct experience in implementing cash transfer programmes.
- Significant experience in designing, implementing and analysing market assessments and familiarity with market analysis tools.
- Education to MSc/MA level in a relevant subject or equivalent field experience
- Previous experience of a range of cash transfer mechanisms.
- Experience of and commitment to working through systems of community participation and accountability.
- Ability to work both in an advisory and a hands-on implementation capacity.
- Proven capacity to supervise, train and coach staff.
- Experience of representation and ability to represent SC effectively in external forums.
- Ability to write clear and well-argued assessment and project reports.
- Excellent communication skills with a high level of written and spoken English.
- Strong influencing skills and experience in advocacy.
- Politically and culturally sensitive with qualities of patience, tact and diplomacy.
- The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
- Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support.
Desirable:
- Knowledge of Save the Children
- Familiarity with Market Analysis in emergencies and in development contexts.
- Experience or knowledge of working and living in relevant regions/contexts.
- Specific experience of working in interagency assessments.
