Certification System Specialist for Transform WASH – STTA 70 views0 applications


The USAID-funded Transform WASH project in Mozambique, implemented by Tetra Tech International Development (International Development Jobs – Tetra Tech), is currently accepting expressions of interest for a Certification System Specialist for a short-term technical assistance (STTA). The Specialist will be located in the Maputo office or may conduct the work remotely. The LOE for this assignment is 34 days to be completed between 30 April 2024 and 24 December 2024.

Position Description/Summary: The main objective of this STTA is to develop the public and private water supply operators’ certification system, within the scope of the provision of the public water supply service. The Specialist will support AURA, IP through the design of the water supply operators’ certification system, two procedures, and tools as part of the regulation mandate stressed through Decree 8/2019, of February 18, Decree n.º 86/2020, of December 28 and AURA, IP strategic plan 2022-2026 document.

Responsibilities:

* Propose a model and design the respective certification and registration system for public and private water supply operators.

* Draft a manual to guide the certification process of public water supply service operators.

* Develop a proposed legal instrument that operationalizes the certification system.

* Develop a proposed implementation plan.

* Conduct a desk review and consultation sessions.

* Design the certification system.

* Test the certification system with selected water supply system operators.

* Develop and submit the standard implementation plan for the certification of the public water supply service’ operators, which must include the respective key activities.

* Support AURA in preparation of the water operator certification Ministerial Diploma to be approved by the sector minister.

* Deliverable 1: Internal and external kickoff meetings. Participate in the internal and external kick off meetings, including preparing PPTs and developing the inception report. 2.375 days LOE.

* Deliverable 2: Desk review and consultation sessions. Desk review and consultation draft report, PPT summarizing the draft findings report, participation in the finding workshop, final findings report. 4.125 days LOE.

* Deliverable 3: Certification system for public water supply service operators. 7.75 days LOE.

* Deliverable 4: Attend and prepare the certification system presentation meeting and prepare the respective minutes of the meeting. Registration of public water supply service operators. Draft of the manual with all operators’ certification and registration information. 4.75 days LOE.

* Deliverable 5: Certification/testing of 3 public water supply service operators. Conduct workshops to validate the protocols produced and prepare meeting minutes. Revised (and final) manual and/or regulation for the certificate and registration of operators of the public water supply service. 7.5 days LOE.

* Deliverable 6: Implementation plan for certification of public water supply service operators. Presentation of the implementation plan. Final implementation plan. 5.6 days LOE.

Minimum Qualification Requirements:

* Bachelor’s degree in a relevant field (such as legal or policy related) and 3 years of experience, or 8 years of relevant experience without a bachelor’s degree. Master’s degree an advantage.

* Specialist on standards and regulation design with experience designing certification systems for service providers in the WASH sector, from the point of view of the service regulator (AURA).

* Legal experience in the design and implementation of regulations and certification systems.

* Experience and/or familiarity with the Mozambique water sector policies and strategies design and/or implementation.

* Ability to listen, capture contributions and identify key consensual aspects and issues to be worked between different stakeholders with potential competitive and sometimes conflicting interests.

* Fluent in Microsoft desktop software (Word, Excel, and PowerPoint).

* Fluent in English and Portuguese (written and spoken at professional level).

Tetra Tech is helping to improve the capacity of non-governmental organizations (NGOs) and civil society organizations (CSOs) to increase the practical knowledge of vulnerable Iraqis of their rights, responsibilities, and remedies under the law. The program aims to increase the competence and availability of legal professionals assisting vulnerable populations, and to improve government processes to facilitate access to government services and legal remedies. The program has a particular emphasis on improving access to justice for women and youth.

We are managing an $8.25 million grants program that provides funds to Iraqi NGOs, law schools, and bar associations operating in 13 of the 18 Iraqi provinces. The program has disseminated more than 60,000 public awareness materials, supported 4,842 legal cases on behalf of vulnerable Iraqis, established 30 grassroots legal clinics, and provided more than 32,000 person-days of education to vulnerable Iraqis on their legal rights; more than 75 percent of participants have been women.

In addition, five universities have launched legal clinic practicum courses and have established law school legal clinics providing legal services to vulnerable Iraqis.
