Counterpart International is currently seeking a Chief of Party to serve on an anticipated opportunity with USAID/Libya. The anticipated project will seek to support the foundation of a more unified Libyan state by prioritizing local-level activities that foster stability and accountable governance while reinforcing positive linkages among the national government, subnational government administration, and citizens. Activities are expected to be designed in support of these priorities coupled with initiatives that will support USAID/Libya’s Journey to Self-Reliance and advances in Journey to Self-Reliance Commitment and Capacity indicators. At the end of the activity, targeted municipalities should be better able to plan for and deliver needed services; civil society will be better able to engage with their local and national governments; national level policy decisions should better reflect citizen input; and decentralization reforms should have advanced to benefit Libyan citizens.

This is a full position based in Tunisia and will serve the life of the project.

The COP will be responsible for overall project leadership, management, technical direction, oversight, and quality quality. S/he will maintain relationships with USAID and government and non-governmental stakeholders. S/he will identify obstacles and risks related to implementation in a timely manner and suggest appropriate adjustments to USAID and headquarters. S/he will be responsible for ensuring the timely submission and quality of all project deliverables. This position requires experience in senior-level program management with USAID or other donors.

Qualifications

  • Minimum of 15 years of progressively responsible experience in international development;
  • Minimum of 5 years working experience on local governance and/or civil society strengthening projects in conflict communities.
  • Experience supervising teams of diverse staff and demonstrated leadership capacity;
  • Previous experience managing USAID-funded programs required;
  • Experience working in conflict environments, working with various levels of government and civil society;
  • Demonstrated experience managing and implementing development projects focused on public policy reform, government accountability and civil society strengthening;
  • Demonstrated experience in working effectively in advanced, complex, and politically sensitive contexts;
  • Demonstrated experience in working effectively with partner and government representatives, donors, and other stakeholders;
  • Demonstrated ability to meet deadline and deliver quality outputs;
  • Experience with adaptive management approaches preferred; and
  • An advanced degree in a related field.
  • Excellent oral and written communication skills in English required;
  • Professional proficiency in Arabic is preferred
