Summary of Role:

IntraHealth International is seeking candidates for the role of Chief of Party for an anticipated five-year, USAID-funded Health Workforce Improvement Program (HWIP) in Ethiopia. This project will work with the Ministry of Health (MOH) at the national and sub-national levels (regional, zonal and woreda), higher educational institutions that provide healthcare education under the Ministry of Education (MOE), and targeted health worker professional associations, to create greater efficiency and self-reliance for delivery of quality health services through qualified health workers. The focus will be on institutional and individual capacity building to improve the quality of pre-service education for priority clinical cadres, improve the competency of clinical health care workers, and build the skills of health human resource managers.

The Chief of Party provides overall leadership and management as well as strategic guidance and vision to all partners and project staff. The COP will oversee all aspects of the project with a particular focus on the technical integrity of project design, implementation and monitoring, which he will ensure by working closely with and supervising senior project staff. S/he ensures that there is strong collaboration and effective communication with donors, implementing partners, and local counterparts. The COP is responsible for meeting contractual obligations, producing deliverables and targets, and achieving project results as specified by USAID, in full compliance with IntraHealth International policies and procedures and USAID rules and regulations. The COP is the principle liaison with USAID, partner organizations, Federal Ministry of Health, Regional Health Bureaus and other key stakeholders.

This position is contingent upon award and approval by USAID.

Roles and Responsibilities:

  • Provide overall program vision with technical and strategic leadership to achieve financial and contractual accountability and program results
  • Represent the program and IntraHealth with USAID, implementing partners and stakeholders
  • Initiate policy level discussions with federal and regional government stakeholders including MOE, as well as the professional councils, training institutions and other donors and implementing partners.
  • Direct the launch and implementation of the project, supervising a team of technical professionals
  • Monitor program activities and progress related to impact and sustainability of innovative interventions
  • Ensure that data required for demonstrating program impact and lessons learned are collected, analyzed and integrated into program monitoring and evaluation systems
  • Ensure high quality results through effective teamwork and routine program reviews leading the implementation of work plan strategy development
  • Ensure program activities comply with USAID and IntraHealth rules and regulations overseeing budget development, prudent financial management including the execution and monitoring of partner sub-agreements
  • Lead the submission of program reports and other deliverables with USAID, in coordination with IntraHealth headquarters, as well as the external dissemination of program results

Requirements:

  • A Master’s degree in Public Health, International Development, or related discipline. In addition, a clinical degree is preferred.
  • At least 12 years of professional experience and senior level leadership, with a minimum of five years managing and implementing international programs including providing technical leadership and strong project management.
  • At least five years demonstrated state-of-the-art experience at a mid- or senior level in health systems strengthening, and in two of the following areas: leadership and management capacity building, curriculum reform, quality standards and regulations, management of human and financial resources, and action-oriented research on the health workforce.
  • Demonstrated ability in leading and managing complex projects applying strong diplomacy and consensus building skills.
  • Ability to liaise, advocate and negotiate with donors, implementing partners, multiple stakeholders and host country government.
  • Demonstrated competence to assess priorities, manage a variety of activities in a time-sensitive environment, and meet deadlines with attention to detail and quality.
  • Ability to analyze, interpret and solve difficult problems in culturally diverse environments.
  • Stellar candidates from Ethiopia preferred.
