Overview

Creative Associates International, Inc. (Creative) is seeking a Chief of Party (COP) for the anticipated USAID-funded Mozambique Stability Through Economic Progress, Unity, and Peacebuilding (STEP UP) Activity which seeks to increase empowerment of local communities to drive their own social and economic development.

The COP will provide overall technical leadership and in-country management of the consortia team for the program, overseeing the work of long-term staff and short-term experts and ensuring compliance with US government rules and regulations. The COP will also take the lead in coordinating with USAID representatives, the Government of Mozambique, and other implementing partners.

Responsibilities

  • Serve as principal liaison with US Government representatives, Mozambican government counterparts, representatives from the international community, and local community stakeholders on program communications and technical implementation of activities;
  • Provide technical direction, leadership and oversight of all programmatic and administrative matters;
  • Oversee implementation of project monitoring and evaluation activities, ensuring that project results are met, and activities are adapted where necessary to achieve expected outcomes;
  • Ensure technical, financial, and administrative activities are carried out according to Creative’s policies and procedures and consistent with donor regulations;
  • Develop and implement the program annual work plans for project activities.
  • Oversee the development and submission of project deliverables and provides timely and accurate reporting and briefings to USAID and relevant stakeholders on all program areas;
  • Supervise a diverse team of technical and operational staff, as well as potentially international or local subcontractors.
  • Other duties as assigned.

Qualifications

  • Master’s degree from an accredited university in public administration, public policy, finance, political science, international development or a relevant field.
  • A minimum of ten (10) years of general experience with at least three years of COP or team leader in a program of similar size and scope, or relevant experience working in governance, stabilization and peacebuilding programs.
  • Proven expertise in the fields of economic development, community empowerment, conflict prevention, and capacity building.
  • Strong understanding of USAID regulations and compliance.
  • Demonstrated experience and knowledge establishing systems and overseeing start-up under limited time constraints as well as program close-out.
  • Experience in the hiring and supervising of host country local personnel and ensuring, when need arises, that they secure necessary training required to meet program needs.
  • Experience with activity design, development, and implementation.
  • Past representational experience with host governments, other donors, and civil society and demonstrated success with inter-agency coordination and joint programming.
  • Experience advancing equity and inclusion of women, youth, and other marginalized groups.
  • Familiarity with and experience in Mozambique is preferred, but not required.
  • Fluency in English required. Fluency in Portuguese highly preferred.
