Background

SoCha intends to submit a proposal for the USAID/Uganda Monitoring, Evaluation, and Learning (MEL) task order under the Monitoring, Evaluation, Learning & Strategic Information Activity (MEL-SI) IDIQ. The Mission aims to advance locally led programming through strengthening its MEL and adaptation approaches in compliance with the Mission Performance Management Plan guidance. The purpose of the task order is to provide technical support to the Mission and its implementing partners to advance the Country Development Cooperation Strategy objectives by strengthening evidence-based programming, including the following primary result areas:

  • Performance monitoring systems strengthening to improve performance management.
  • Improving evaluations, analytic studies, and assessments for better program performance management.
  • Providing utilization-focused learning, guiding, and adaptive management to include modifying, scaling up, and/or terminating programs.

SoCha is seeking a full-time, qualified individual to fill the role of Chief of Party (COP). The COP position will be full-time and based in Uganda. This role is for a proposal position and is contingent on award and funding.

Scope of Work

The COP will be the most senior point of contact for USAID/Uganda and the implementing partners. The COP has SoCha’s full authority to manage the project to achieve its objectives, allocate resources to priority initiatives, oversee the technical implementation, ensure contractual compliance, and assure the quality of deliverables. Essential functions include:

  • Provide strategic direction and managerial oversight of the project.
  • Provide overall responsibility for all data collection, analysis, monitoring and evaluation, report generation, learning and dissemination activities, and related tasks.
  • Serve as the primary point of contact to USAID staff, implementing partners, host country officials, and other relevant stakeholders.
  • Ensure quality control and the overall responsiveness of all contract deliverables.
  • Responsible for making key decisions and solving problems in short time frames while ensuring operational and program integrity.
  • Responsible for management, oversight, and reporting related to implementation, progress, and quality of performance in meeting the required tasks.
  • Ensure cost effective management, identifying issues and risks related to contract management in a timely manner.
  • Manage the activity’s financial resources in accordance with the project budget as well as USAID policies and regulations.

Required Skills, Education, and Experience

  • EITHER an advanced degree in international affairs, social science, or a related field with at least eight (8) years of progressively responsible experience in a relative subject matter, and at least three (3) years of experience managing teams OR a bachelor’s degree in international affairs, social science, or a related field with at least ten (10) years of progressively responsible experience in a relative subject matter, and at least five (5) years of experience managing teams.
  • At least five (5) years of experience working on performance management, capacity building, Collaborating, Learning, and Adapting (CLA), and/or organizational development activities.
  • Previous experience managing MEL support projects, and/or complex projects in a performance management, organizational development, or development context.
  • Previous experience designing and/or facilitating staff trainings and/or experience supporting capacity building projects in a development context.
  • Previous experience conducting quantitative and qualitative field research for MEL projects.
  • Previous experience implementing a USAID-funded program is highly desirable.
  • Previous experience managing subcontractors is highly desirable.
  • Previous experience working on programs implemented in Uganda is highly desirable.
  • Excellent oral and written communication skills in English.
  • Excellent analytical, interpersonal, and team management skills.
