Overview

The mission of Global Communities (formerly CHF International) is to create long-lasting, positive and community-led change that improves the lives and livelihoods of vulnerable people across the globe.

Global Communities is seeking an experienced Chief of Party for an anticipated five year USAID project in Rwanda. The purpose of this program is to facilitate the emergence of a dynamic off-farm sector that can generate greater employment for many Rwandans currently engaged in subsistence agriculture and other marginal economic activities. The program will alleviate constraints to entrepreneurship and increase access to financing.  Off-farm businesses will be created and grow to provide productive employment for rural populations in order to reduce poverty.

 The program will address the following four objectives:

  • Expand the capacity of the financial sector to accurately assess risk and return.
  • Increase the reach of entrepreneurship support organizations.
  • Increase the capacity of firms to attract and use finance.
  • Reduce barriers to entry for new financial institutions and investment flows.

The COP will be the primary point of contact with USAID/Rwanda with regard to day-to-day implementation and management matters relating to the contract. The COP will manage all aspects of the project. He/she will manage relationships with high level host country and USAID representatives.

Responsibilities

  • Provides overall management of the program, including technical implementation, staff and partner oversight, and monitoring and evaluation.
  • Responsible for meeting program targets, as well as ensuring the fiscal integrity of the use of program funds.
  • Ensures the establishment and maintenance of systems for project operations as well as compliance with USAID rules and regulations.
  • Acts as the primary point of contact with USAID, government counterparts, and other critical in-country stakeholders.
  • Responsible for effective written reports and oral presentations regarding the program.
  • Represents Global Communities and overall program interests as necessary and appropriate.
  • Builds and maintains strong working relationships with key internal and external stakeholders, beneficiaries, subcontractors, suppliers and partners.

Qualifications

  • Master’s degree in international development, economics, business administration, finance, or related field.
  • At least 7 years of senior leadership experience managing donor-funded projects of similar size and scope.
  • Technical expertise in one or more of the following areas: banking, access to finance, small & medium enterprise development, investment promotion, institutional capacity development
  • Experience managing USAID-funded contracts, preferred.
  • Demonstrated ability to engage effectively with private sector organizations and national government.
  • Prior experience implementing development programs in Sub-Saharan Africa, particularly Rwanda, is preferred.
  • Fluency in written and spoken English required; proficiency French or Kinyarwanda desirable.
