Reports To: Home Office Project Director or his/her designee.

Overview:
International Business & Technical Consultants, Inc. (IBTCI), a US-based international development consulting company, is seeking an experienced Chief of Party (COP) for the USAID Office of U.S. Foreign Disaster Assistance (OFDA) and Office of Food for Peace (FFP) Somalia Monitoring & Learning Project (SMLP), working in Nairobi, Kenya. This is a full-time long-term assignment. The anticipated start date is early October 2017 and is dependent upon USAID approval of the selected COP key personnel candidate. IBTCI is seeking a skilled development and humanitarian assistance professional who has previous experience in a similar COP or equivalent role.

Responsibilities

The responsibilities of the Chief of Party include, but are not limited to, the following:

  • Provide overall management, guidance, and direction to the SMLP Team
  • Oversee the completion of all deliverables required by the task order
  • Oversee all task order compliance
  • Provide team management, technical guidance, administrative coordination, operations oversight, and client relations

Qualifications

Required Knowledge, Skills and Abilities:

  • Previous experience managing third-party monitoring projects, M&E support projects, or large scale evaluations.
  • Previous experience conducting quantitative and qualitative field research in conflict zones is desirable.
  • Previous experience working on programs implemented in Somalia is desirable.
  • Previous experience managing sub-contractors is desirable.
  • Previous experience implementing a USAID-funded program is desirable

Minimum Requirements:

  • At least ten (10) years of progressively responsible and related experience, including at least five (5) years of experience managing teams and at least two (2) years of experience working in conflict zones.
  • Excellent oral and written communication skills, analytic skills, interpersonal skills, and team management skills

Education: Master’s degree in International Affairs, Social Science, or a related field

Working Environment: Work is typically performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: The COP will directly supervise the Deputy Chief of Party/M&E Specialist

Travel: Travel to Somalia may be required.
