Scope of Role:
Reports to: Thematic Head, Child Rights Governance, Advocacy and Campaign
Dimensions: Save the Children works in all regions in Ethiopia with a current staff complement of approximately 1,400 members and current expenditure of approximately $90+ million each year.

Key Areas of Accountability:
Program Development
- Engages in annual project planning based on the project document and regular internal program planning and review meetings and provides inputs to quarterly and annual reports.
- Organizes and keeps proper documentation of data and information on the project.
- Closely work with Senior Child Rights Governance Technical Specialist within the unit as well as other thematic sectors to ensure and program managers to ensure synergy and integrated approaches in program delivery.
- Assisted by the Senior Program Specialist, closely work with key government Ministries (Federal Ministry of Women, Children and Youth, Federal Supreme Court), National Human Rights Institutions and Federation, Prion Administrations, Police, the Federation of Ethiopian National Associations of Persons with Disabilities-(FENAPD), Civil Society Organizations, and child led structures, to effectively implement the project.
- Engage in the development of innovative and technically sound project ideas that that can help the project achieve its objectives.
- Facilitate mainstreaming of child rights issues in key public sector ministries and agencies, coordination of implementation, follow up and reporting and promoting children’s active civic engagement.
- Provide high quality technical inputs in designing new project proposals.
- Systematically gather information and needs from target groups and stakeholders in the field to improve project implementation.
- Initiates and facilitates improvements on the project approaches and strategies within the country strategy.
- Actively involves in the process of conducing project baselines and midterm reviews/evaluations, and ensure key issues/ recommendations identified are used to improve the current project and future program development.
- Actively engage in the development of guidelines and manuals that can be used to improve program delivery.
- Develop and share information and inputs on child rights issues to be used for Save the Children information and communication materials.
Program Quality and Effectiveness
- Ensure the existing quality assurance tools (e.g. quality benchmark, Monitoring and Evaluation and Learning-SPEL) are properly applied across program cycle.
- Ensure the project has a proper and functional MEAL plan and properly utilized in the project.
- Work closely with Senior Child Rights Governance Program Specialist to ensure the project components implemented by Save the Children and partners have proper MEAL plan and IPTT.
- Work closely with Senior Program Specialist and Advocacy and Campaign Specialist to support quality implementation including provision of technical support to partners, monitoring the implementation of quality assurance tools and incorporation of recommendations for technical improvements.
- Promote children’s and community participation in the project within the sector through developing guidelines, providing technical support, and facilitating their engagement with all relevant stakeholders.
- Ensure cross cutting issues such as gender and non-discrimination, inclusion of children with disabilities, conflict sensitivity, environment and climate change, child participation, and social accountability are integrated in the implementation and reporting of the project.
- Review and provide inputs on quarterly, annual and completion reports to ensure high quality reports, and recommendation on how the reports can be improved.
- Together with Senior Program Specialist and MEAL team, conduct monitoring visits to projects to ensure quality implementation of project activities.
- Together with MEAL team, document and disseminate learning and knowledge from project baselines, reviews and evaluations, and community of practices for internal reflections and use as well as partners.
- Document evidences and impact case stories from projects and support the development of bi-annual Child Rights Governance, Advocacy and Campaign newsletter, and disseminate best practices through learning and knowledge management system to the public.
- Work closely with the senior advocacy and campaign technical specialists to ensure synergy between CRG, advocacy and campaign and integration with thematic sectors; and support in advocacy and influencing on the implementing of policies and programs related to the most deprived groups of children.
Partnership Development and Capacity Building
- Together with the partnership unit, undertake assessment and analysis of the capacity of partners to implement the project and contribute to the achievement of Save the Children’s breakthroughs.
- Together with partnership unit and other relevant thematic sectors, organize experience sharing forums among partner organizations to promote learning on good practices and innovative approaches.
- Support partner organizations in the course of planning, implementation, monitoring and evaluation and preparation of periodic and completion reports.
- Identify and recommend possible supports to partners to build their capacity and to facilitate project implementation.

Job Requirements
QUALIFICATIONS AND EXPERIENCE
- Bachelor’s Degree Human Rights, Law, Good Governance, Sociology with extensive experience in Child Rights and Child Protection, Human Rights, Law, Sociology and governance work related to children.
- At least 5 years’ solid experience in planning, implementing, monitoring and reporting on child rights projects at National level.
- Strong experience in working with diverse partners (government particularly Ministry of Women, Children and Youth, National Human Rights Institutions, Justice Sector, Prison Administrations, Civil Society) in implementing child rights and child protection projects.
- Depth knowledge on child rights (UNCRC, ACRWC, and other child/human rights instruments), child rights monitoring and reporting.
- Experience in the implementation and monitoring of projects related to child rights and child protection, development of child rights related policies, strategies and plan of actions.
- Experience in Child Rights Governance and Child Rights Programming, and commitment to Save the Children values.
- An understanding on the Concluding Observations of UNCRC and ACRWC Committees of Expertise on State Party Reports, particularly on the situation of Ethiopia.
- Excellent written and oral communication skills.
- Highly developed interpersonal and communication skills including influencing and negotiation.
- Previous work experience in government Ministries (National Level) and NGO environments is an added benefit.
- Good Computer skills (Particularly Excel, Word and database).
