MSF Switzerland (MSFCH) is a humanitarian medical organization providing emergency medical aid to populations in need based in Dagahaley and Mombasa County.

Duration : 12 months fixed term contract (with 3 months’ probation period); renewable based on performance

The selected candidate will be reporting to the Deputy Medical Team Leader / Medical Team Leader.

Main purpose

Organizing and ensuring medical consultations to the MSF Dagahaley staff (National & Incentive) providing treatment to patients within the scope of his/her medical competencies and referring them when appropriate, according to MSF protocols, procedures, and the universal hygiene standards in order to guarantee quality and efficiency of the service provided.

Accountabilities

  • Ensuring the implementation and standardization of MSF clinical protocols, tools, and hygiene protocols in order to minimize clinical risks and to guarantee the quality of patient care management. Promoting and maintaining confidentiality regarding all patient cases and records
  • Implementing proper physical examination, diagnosis, prescription and prevention procedures that fall under the scope of his/her competencies applying medical knowledge, asking appropriate questions to patients and following protocols in force as well as using laboratory services when necessary, in order to ensure correct diagnosis, appropriate medical treatments and to refer patients when appropriate.
  • Participating in the planning and supervision, in close coordination with other supervisors, the HR processes (sizing, staff shifts, recruitment, training, evaluation, development and communication) of the team in order to ensure both the sizing and the amount of knowledge required, improve people triage capabilities, their motivation and commitment and their active participation in teaching the targeted population on therapeutic and preventive protocols.
  • Ensuring that all staff using medical devices are qualified and trained. Ensuring cleaning and minor maintenance tasks are performed according to the protocols. Reporting any malfunction to the project biomedical service.
  • In cases of emergency, carrying out first aid care and treatment according to protocols in order to reduce mortality rates eg. CPR, First AID, BLS etc.
  • Recording in the individual patient’s card and registration books, all performed medical activities (drugs prescribed, lab results, vaccination status, epidemiological activity, doses, etc.) keeping data traceability in order to ensure patients treatment continuity.
  • Participating in data collection and reporting when required.
  • Knowing and implementing Patient Therapeutic Education (PTE), i.e. keeping contact with all patients, providing them information regarding their health state and responding to their questions.
  • Knowing and promoting the proper application of Post Exposure Prophylaxis (PEP) Kit and Sexually Gender Based Violence (SGBV) protocol
  • The Clinical officer staff health is responsible for all staff working in Dagahaley project following the staff health policy.
  • Ensures staff will be seen on a daily basis during working hours (Monday to Friday 8:00AM – 5:00PM and Saturday 8:00AM – 12:00PM)
  • The working hours is subject to change depending on the evolution of the staff health unit. Then it will also require on calls, Public Holidays and Sunday availability.
  • Ensure proper history taking, physical exam and recording of findings
  • Ensure giving appropriate sick leaves up till 4 days
  • Ensure sending medical report, investigation/results and sickleave request (signed, stamped by facility) for above 4 days to (dep) Medical Team leader and Medical coordination for validation.
  • Identify chronic cases and ensure proper follow up system for staff
  • Identify emergency cases in collaboration with the MAM/MD and fill medical report to discuss with (dep) Medical Team Leader and Medical coordination if medevac is required accrding to the staff health policy.
  • In collaboration with (dep) MTL and Medical coordination organize and facilitate referral and subsequent follow up post discharge of staff requiring specialized care in Nairobi.
  • Focal person to follow up with staff being on sickleave
  • Focal person to be in touch with medical facilties when additional information is needed to validate the sickleave.
  • Prepare Sick Leave Excel Data Base for both Long and Short Sickleaves and share every month with the Sick Leave SITREP to (dep) Medical Team Leader
  • Participate and support Staff Health Medical Camps in Dagahaley as Organized by OCG
  • Maintain Dagahaley Staff health Clinic ensuring Ideal IPC, Check on drug expiries, replenishing of drugs and Data Keeping and reporting regularly
  • Ensure CONFIDENTIALITY of all Staff Health related matters/Data/Records etc is strictly adhered to as MSF Staff Health Policy
  • Any other duties assigned by supervisor

Requirements

Education

  • Essential: Clinical Officer diploma

Experience

  • Desirable: Previous clinical supervision experience of at least one year. Desirable: Two years of relevant working experience. Work experience with MSF is beneficial.

Languages

  • English, Kiswahili. Speaking Somali is beneficial.

Knowledge

  • Desirable: Computer literacy

Médecins Sans Frontières (MSF) was founded in 1971 in France by a group of doctors and journalists in the wake of war and famine in Biafra. Their aim was to establish an independent organisation that focuses on delivering emergency medicine aid quickly, effectively and impartially.

Doctors Without Borders

Three hundred volunteers made up the organisation when it was founded: doctors, nurses and other staff, including the 13 founding doctors and journalists.

MSF was created in the belief that all people should have access to healthcare regardless of gender, race, religion, creed or political affiliation, and that people’s medical needs outweigh respect for national boundaries. MSF’s principles of action are described in our charter, which established a framework for our activities.

MSF's first missions

MSF’s first mission was to the Nicaraguan capital, Managua, in 1972, after an earthquake destroyed most of the city and killed between 10,000 and 30,000 people.

In 1974, MSF set up a relief mission to help the people of Honduras after Hurricane Fifi caused major flooding and killed thousands of people.

In 1975, MSF established its first large-scale medical programme during a refugee crisis, providing medical care for the waves of Cambodians seeking sanctuary from Pol Pot’s oppressive rule.

In these first missions, the weaknesses of MSF as a new humanitarian organisation became readily apparent: preparation was lacking, doctors were left unsupported and supply chains were tangled.
