Purpose of the Position and Job Summary:

Under the overall operational guidance of the READ II, Regional Community Outreach Coordinator and READ II Senior Community Outreach Advisor, the Cluster Community Outreach Coordinator is responsible to coordinate, plan, implement and monitor core activities of the READ II community outreach project in two and more adjacent woreda in the respective regions. She/he is responsible to ensure that the READ II Community Outreach program implementation is well coordinated, planed and consulted among the core regional READ II team, Woreda/sub city education offices. The cluster coordinator will work towards achieving the optimal goal of the USAID/READ II project, improving the reading proficiency of 15 million children across the country.

 

Major Responsibilities:

  • Coordinate, plan, implement and monitor READ II and local implementing partners’ community outreach activities in two or more adjacent woredas.
  • Build the capacity of volunteer Community Literacy Leaders (CLLs), woreda education office (WEO) and other institutions to manage community led reading activities.
  • Conduct intensive and purposive community mobilization and resource mapping to galvanize the required resource for READ II community outreach project implementation.
  • Establish community based reading camps/Centers/ where children learn reading through fun activities over the weekend through community and government active participation.
  •  Facilitate the selection of CLLs (youth, elders and children volunteers) who can work with the reading camp children and parents by engaging in Kebele Education and Training Board (KETB), WEO, Schools and other stakeholders.
  • Monitor the implementation of READ II project activities implemented at community, school and home levels.
  •  Participate and lead in the READ II taskforce meeting at Woreda and kebele levels.
  • Establish READ II learning hubs, develop detailed activity plans and documents best practice to successfully manage the learning hubs.
  •  Implement additional RAED II activities (gender, internal displaced people and children at risk interventions).
  • Organize experience sharing programs for Local Implementing Partners (LIP) and other stakeholders based in the READ II learning hubs.
  • Form and follow up the youth saving groups (SGs) to sustain youth volunteers.
  •  Collect, compile and submit period reports on the CLLs Savings Groups to the regional community outreach coordinator.
  •  Ensure cross cutting themes (child protection, children at risk, gender and disability) are mainstreamed into the READ II project implementation.
  • Maintain detailed schedules of activity and budget implementation tracking systems for activities monitoring and budget utilization READ II activities.

Job Requirements

Qualifications:  Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • B.A degree in education, social sciences, foreign languages and literature, communications. An advanced degree in education, social sciences is advantageous.
  • At least five years relevant work experiences in the education sector in government offices and/or NGO environments. The incumbent must have proven work experiences on youth focused projects, IDPs setting and most vulnerable children at risk, US government funding projects. Working with in a consortium led projects is also a plus.
  • Professional technical skill associated with TP assessment, training, experience is desired
  • Excellent communication skills in English and the medium of instruction in the respective woreda.
  • Community mobilization skills on education activities.
  • NGO and government led project experience is preferred.
  • Computer literate
  • Team-builder and team-player
  • Experience in community participatory project planning, implementation and monitoring.
  • Experience in managing, supervising and providing support to staff and volunteers.

Working Environment / Conditions:

  • Work environment:  Woreda-based with frequent travel to READ II target schools and reading camps

 

Other Skills:

  • Excellent analytical report writing and presentation skills
  • Strong team work and partnership management skill
  • Facilitation of workshops , surveys and studies
  • Ability to work within tight deadlines
  • Strong IT skills
