Counterpart International is currently seeking a Collaboration, Learning and Adapting Specialist (CLA) Specialist to support the anticipated Resilient Governance in Niger (RGN) opportunity, will serve as the leading governance activity of the USAID’s Resilience in the Sahel – Enhanced II (RISE II) project. RGN will address RISE II Objective 4: Enhance governance of institutions and organizations, sub IR 4.1: Improved performance of sub-national state institutions and sub IR 4.2: Strengthened local civil society and community based organizations. This is a full-time position. Nigerien Nationals are strongly encouraged to apply.

The Collaboration, Learning and Adapting Specialist will be responsible for overseeing the program MEL team and leading all program CLA activities, including designing implementing the Monitoring, Evalution and Learning (MEL) Plan, developing learning and adapting tools and metholodologies, quality data collection processes documentation, analysis, and reporting. A core responsibility of the CLA Specialist will be to ensure that program learning is documented regularly and use to inform strategic and management program adaptation. This position requires experience leading CLA activities and applying adaptive management principles on USAID or other donor projects.

Education

  • An advanced degree in a related field

Experience

  • Minimum of 6-10 years of progressively responsible experience in international development;
  • Previous experience managing CLA/MEL processes on donor-funded programs;
  • Experience working on USAID-funded programs highly preferred;
  • Knowledge of, and experience applying varied CLA methodologies is strongly preferred. These may include Complexity-Aware Monitoring and Evaluation, Developmental Evaluation, Most Significant outcome, outcome harvesting etc…
  • Prior experience with governance programs strongly preferred;
  • Previous experience working in Niger and/or the West Africa region is highly desired;
  • Experience working effectively with government officials, non-governmental partners, and USAID and/or other donors;
  • Experience working with diverse staff.

Language

  • Excellent oral and written communication skills in English required;
  • Professional proficiency in French is strongly preferred
