Commodity Manager, Niger RFSA

ACDI/VOCA is seeking a Commodity Manager for an upcoming Resilience Food Security Activity (RFSA) in Niger funded by USAID. The anticipated program will use a multi-sectoral approach to strengthen the capacities of populations to combat malnutrition, reduce morbidity and mortality, promote economic growth, minimize disaster risks, improve food security, and adapt to climate change.

The Commodity Manager is responsible for the logistical management of Title II and locally and regionally purchased (LRP) commodities. The CM will lead the commodity management and logistics team responsible for commodity planning, importation, warehousing, distribution, monitoring and oversight, and reporting of commodity management activities. The program is anticipated to start in 2025 and this position will be based in Niger.

Responsibilities

  • Establish accurate commodity tracking systems, manage risks (including fraud and corruption), and ensure accountability throughout the supply chain.
  • Establish quality and reliable infrastructure for the commodity logistics supply chain, including adequate and secure central and remote storage facilities, and cost-effective and reliable transport facilities
  • Oversee rehabilitation of storage and transport facilities to establish commodity logistics infrastructure
  • Collaborate with the Commodity Management Team to identify and establish transport routes to all distribution points on a year-round basis, including alternate routes which take into consideration seasonal road conditions
  • Oversee the development of Standard Operating Procedures to import, receive, store, transport, dispatch, distribute, track, forecast, and report on commodities based on ACDI/VOCA’s Commodity Operations Manual
  • Manage logistics and storage of commodities for food distribution
  • Prepare budgets and plans for commodity operations
  • Update the Bellmon Analysis and conduct regular market assessments to monitor local markets.
  • Supervise Commodity Management team members’ activities and
  • ensure a high level of coordination and communication between Logistics and other key units including Program Finance and Administration
  • Liaise with internal and external stakeholders to support the efficient management of commodities and logistics operations for the project
  • Engage local vendors including local transporters, fumigation service providers, etc.
  • Ensure that any movement of commodities is properly documented and filed

Qualifications

  • Bachelor’s degree in supply chain management, food science, or relevant field is required; master’s degree is desired.
  • Minimum 5 years of progressively responsible experience in commodity management working in similar international humanitarian and development contexts.
  • Proven experience procuring food commodities and managing in-kind commodity supply chains from point of origin through food distribution points and end recipients in developing countries.
  • Proven experience maintaining commodity quality and safety, managing warehouses (including fumigation and testing), coordinating transportation (port, road, rail, etc.), monitoring, and reporting.
  • Demonstrated ability to network and engage with necessary stakeholders to manage food commodity supply chains.
  • Experience specific to Title II is highly desired.
  • Must have at least five years of commodity management experience working in similar international humanitarian and development contexts.
  • Knowledge and experience with USAID and USG regulations are preferred.
  • Experience working in Niger required.
  • Fluency in English is required.
