POSITION SUMMARY – This position is based in Luanda, Angola

The Global Environment Facility (GEF) is providing ~US$14.8 million to the Government of Angola for the project “Strengthen Management and Climate Change Resilience in Angola’s Conservation Areas for Sustainable Development”, one of fifteen Child Projects under the Global Wildlife Program (GWP) Phase II. The project is financed through the GEF Trust Fund and the Least Developed Countries Fund (LDCF), and as such includes 13 outcomes related to climate change adaptation, biodiversity conservation, capacity development and knowledge management. These outcomes will be achieved within seven years and are distributed among four project components. These are as follows:

  • Component 1: Strengthening the resilience of local communities to climate change in targeted TFCAs.
  • Component 2: Improving conservation area management and wildlife conservation in targeted TFCAs.
  • Component 3: Enhancing the technical and institutional capacity of climate change and conservation institutions.
  • Component 4: Facilitating project monitoring, knowledge management, and sharing of lessons learned.

Conservation International GEF Agency (CIGEF) is the Implementing Agency for this project, and the Government of Angola has requested CI Africa Field Division (CIAFD) to provide execution support. CIAFD is therefore recruiting suitable candidates to constitute the project management unit (PMU) for this project.

The Communications Officer will be responsible for developing and implementing a communication plan for the project and for generating knowledge products for dissemination, as well as maintaining a social media presence for the project. The Communications Officer will report to the Project Executive Director and will work closely with the Project Technical Delivery Director.

RESPONSIBILITIES

  • Develop a communication plan for the project.
  • Ensure regular communication between all relevant stakeholders involved in the project, including Government of Angola and executing partners.
  • Generate knowledge products and lessons learned from the project and disseminate these to relevant stakeholders.
  • Maintain a project website and/or social media presence and disseminate knowledge products and lessons learned through these platforms.
  • Contribute to knowledge exchange activities organized by the project to ensure that relevant stakeholders (including targeted communities) receive accurate and comprehensive information on biodiversity-compatible adaptation practices, climate-resilient livelihoods, and climate change adaptation planning.
  • Contribute to the development of policy briefs and technical guidelines to support the integration of climate change into adaptation and biodiversity strategies and policies.
  • Contribute to the development of memoranda of understanding that clarify roles and responsibilities and communicate plans, policies, legal instruments, strategies, and guiding principles for the management of conservation areas prepared and circulated to relevant ministries, local governments, and CSOs.

People and resource management responsibilities

  • This position does not manage staff but assists less-experienced peers.
  • Not responsible for managing an individual budget or public or private funds but reviews for compliance with CI policies and external partner/donor agreements.

WORKING CONDITIONS

  • Part-time- working 2 days a week/16 hours per week. ecyJYpt BTn6yA
  • Travel to the project site and other office locations.
  • Ability to work extended work hours to meet project deadlines.
  • Once or two a week download all collected and processed information into the PMC database.
  • Subscribed in National journalist syndicate and being registered under ethical commission
  • This position follows a hybrid work structure, working some days from the office and some remotely. Guidance will be shared during the interview process.
  • This role will be a 1-year (renewable) fixed-term assignment.

QUALIFICATIONS

Required

  • 2-4 years of work experience with conservation programs or initiatives or the equivalent combination of education and experience.
  • Experience developing and implementing

   communication campaigns.

  Proven ability to understand, interpret, and apply technical and

   scientific information and data to achieve tangible results.

  Excellent oral, written, and interpersonal communication skills.

  Strong attention to detail and time management skills.

  Proficient in Microsoft Office.

  Proven ability to work in a team environment and work well across cultures and within and across organizations.

  Excellent Portuguese oral and written communication skills.

In 1989, CI formally committed to the protection of biodiversity hotspots, ultimately identifying 34 such hotspots around the world and contributing to their protection. The model of protecting hotspots became a key way for organizations to do conservation work.
