Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women in Tanzania is implementing its Strategic Note (2017-2021), under which one of the priority areas is women’s leadership and political participation. The Women’s Leadership and Political Participation Project, (WLPP) (Wanawake Wanaweza) Phase II (2017-2021) builds on Phase I (2014 – 2017), promo ting gender equality and the empowerment of women as per UN Women’s global mandate and supports the Government of Tanzania as a Member State to the United Nations to implement international standards, providing suitable technical and financial assistance. The second phase of the project aims at achieving the overarching goal/impact ‘Women lead and participate in decision-making at all levels’. The project is also in line with the UNDAP II Outcome ‘Women and girls increasingly participate in political and public life and are elected to leadership positions’; the UN Women Global Flagship Programme Initiative on Women’s Political Empowerment and Leadership; the National Gender Policy, the SDGs (in particular, Global Goal 5 dedicated to ‘achieve gender equality and empower all women and girls’), CEDAW and other international and regional commitments, such as the African Union Agenda 2063. The project is being supported by the Ministry of Foreign Affairs of Finland, Government of Sweden and Irish Aid.

The project operates on three main areas where change needs to happen to effect progress in relation to increasing women’s leadership and political empowerment: (i) the policy and institution level (policies, laws, standards, norms and practices) to ensure these promote and regulate the increase in women’s leadership at all levels; (ii) the individual level, to strengthen capacities of women to conduct competitive, well-resourced and innovative campaigns. Thirdly, at the community level, where norms, attitudes and practices often undermine women’s rights and gender equality, efforts will work towards reverting these to promote women as accepted, legitimate political leaders. The WLPP project phase 2 will therefore, adopt a multi-sectoral and comprehensive approach, building on the lessons learned and good practices from the first phase of the project implementation while being informed by the findings and recommendations of the end-of-project evaluation of Wanawake Wanaweza Phase I. Interventions at all three levels are designed to reinforce and support each other by maintaining horizontal linkages and enhancing the creation of synergies among the different programmatic components.

Reporting to the Head of Leadership, Political Participation and Governance Unit, the Communications Analyst will collaborate closely with the Communications and Media Specialist in the Country Office to ensure synergy in communications strategies, media relations and organizational outreach efforts are aligned with corporate communications policies and initiatives. S/he also will also support outreach campaigns, resource mobilization and donor relations initiatives; s/he mobilizes support in conjunction with intergovernmental processes, and support the activities and special events organized for UN Women in relation to WLPP portfolio.

Duties and Responsibilities Lead the development and implementation of communication and outreach/advocacy strategies and plans, with a specific focus on media in the area of Women’s Leadership, Political Participation and Governance

  • Conduct communication needs assessments for initiatives under WLPP Programme;
  • Design, develop, and implement communication and outreach/advocacy strategies, including media strategies; ensure gender perspective on WLPP, in close collaboration with the Communications and Media Specialist;
  • Integrate communication, advocacy and outreach strategies into initiatives of the WLPP Programme;
  • Monitor and analyze print and social media and prepare reports on WLPP;
  • Launch in-country campaigns and special events with regard to the WLPP portfolio;

Support the development and dissemination of advocacy materials within the framework of Women’s Leadership, Political Participation and Governance

  • Develop and produce communication and advocacy instruments and materials, including briefing materials, press releases, and articles and coordinate its dissemination through effective channels, in partnership with Communication team in the Country Office;
  • Oversee culturally appropriate and language specific content of production of audio/ visual materials;
  • Develop brochures, newsletter, factsheets, stories from the field to inform media and general public;

Expand partnership with media

  • Maintain and update database of relevant press;
  • Facilitate timely and clearly to media inquiries and to a variety of inquiries and information requests; prepare related correspondence; identify topics, background information, news-related development and coverage of interest;
  • Organize roundtable discussions, press conferences, and briefing sessions with press as appropriate;
  • Facilitate interviews with senior managers; connect media with UN Women team on Women’s Leadership, Political Participation and Governances;
  • Finalize talking points.

Build and maintain partnerships and maintain relations with donors

  • Identify and develop new communication partnerships and alliances to enhance visibility; manage and nurture existing partnerships on WLPP, in close collaboration with the Communications and Media Specialist;
  • Liaise with advocacy partners and undertake outreach to civil society organizations, governments, and other groups to ensure that newsworthy information reaches the public and donors;
  • Guide and collaborate closely with communication colleagues in other offices to ensure consistency with corporate policies, messaging and initiatives on WLPP, in close collaboration with the Communications and Media Specialist;
  • Submit packages for programme initiatives for donor review.

Contribute to UN Women Tanzania web/ online presence

  • Contribute to country office online presence including developing design and content;
  • In close collaboration with the Communications and Media Specialist support country office web-presence in the line with corporate web policy;

Facilitate knowledge building and sharing

  • Identify and synthesize best practices and lessons learned in the area of Women’s Leadership, Political Participation and Governance programme, country goals and activities and ensure exchange of information;
  • Provide training and workshops on communication and advocacy as appropriate.

In response to the UN General Assembly resolution 63/311, in January 2006 the Secretary-General presented the report A/64/588, entitled Comprehensive Proposal for the Composite Entity for Gender Equality and the Empowerment of Women. In his report, the Secretary-General resolved that, rather than relieving other parts of the United Nations system of their responsibility for contributing to the promotion of gender equality and women's empowerment, the new entity should seek to sharpen the focus and impact of the gender equality activities of the entire United Nations system. Additionally, Secretary-General Ban Ki-moon estimated that approximately $125 million per annum were needed for operating costs and "start-up" capacity at the country, regional, and headquarters levels. Moreover, an additional $375 million per annum were needed in the initial phase to respond to country level requests for programmatic support.

After years of negotiations between UN member states, women's groups, and civil society, on 2 July 2010 the General Assembly unanimously adopted the resolution 64/289, thus creating UN Women by merging the Division for the Advancement of Women (DAW); the International Research and Training Institute for the Advancement of Women (INSTRAW, established in 1976); the Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI, established in 1997), and the United Nations Development Fund for Women (UNIFEM, established in 1976).
