About the role

The Health Pooled Fund began its third phase (HPF3) in July 2018 and is supported to run until 2023 by the British Government’s Department for International Development (DFID), the Government of Canada, the Swedish International Development and Cooperation Agency (SIDA) and United States Agency for International Development (USAID), GAVI and the EU. A consortium led by Crown Agents is responsible for managing and implementing HPF

HPF3 merges two previous health programmes – Health Pooled Fund 2 (HPF2), which provides healthcare at health facility level, and the Integrated Community Case Management 2 (ICCM2) programme, which provides healthcare to children under-five within more remote communities. HPF3 supports delivery of community level, essential primary health care, secondary health care and referral health services, stabilisation of local health systems, and procurement and supply chain management of essential medical commodities.

HPF supports services in eight state hubs of South Sudan formerly known as: Eastern Equatoria, Central Equatoria, Western Equatoria, Northern Bahr el Ghazal, Western Bahr el Ghazal, Warrap, Unity and Lakes.

The programme impact will be an improved health and nutrition status for the population that saves lives and reduces morbidity (including maternal, infant and under-5 mortality), and has the following three principal outcomes:

  • Improved health and nutrition services for the population, especially women and children;
  • Improved community engagement and accountability of health services;
  • Stabilisation of local health systems.

To attain these outcomes, the HPF3 team is responsible for:

  • Effective programme management, including robust risk management;
  • Ensuring continuity of and support to service delivery, with a focus on improving quality;
  • Specialist technical assistance covering health service delivery, community engagement, nutrition, health planning, information and HRH.
  • Procurement and supply chain management of essential medical commodities
  • Management of the Implementing Partner fund
  • Management of fiduciary risk associated with use of donor funds;

Position Summary

The Community health Manager is a key role in the Health Pooled Fund Senior Management team. The individual will be responsible for leading the Community Health Team comprised of two technical specialists providing them with strategic guidance and quality assuring their work. The CHM will provide lead the implementation of HPF3 Community Health Worker strategy, known locally as the Boma Health Initiative (BHI). Working closely with the MoH and donor community, the CHM will input into the BHI TWG ensuring that policy and implementation align. Working closely with Implementing Partners, the CHM will support the delivery of the BHI programme to selected counties assuring uniformity across the Implementing Partners. The CHM will work closely with the HSSD MEL and Contracts teams to ensure full integration of BHI into primary health care service delivery as per the BPHNS. The CHM plays an important external representation role for the HPF programme and is expected to successfully engage with other relevant stakeholders in the health sector in South Sudan.

Reporting and Communication

  • This position reports to the Deputy Team Leader.
  • The Community health Manager is responsible for the direct management of a team of 2 community engagement specialists.
  • The Community Health Manager will work closely with counterparts in the MEL, Operations, and Grant teams and is a member of the Senior Management Team.

Duration

Fixed-term, from March 2020 anticipated to June 2023 (project-funding dependent)

Responsibilities

  • Overall responsibility for the development and implementation of the HPF community health work plan, ensuring quality outputs and timely completion of programme deliverables.
  • Proactive leadership and line management of community health team members. Conduct weekly stream meetings, ensure that at minimum a monthly 1-2-1 catch up and quarterly performance-focused 1-2-1 meeting is held with each team member and ensuring that monthly timesheets are reviewed and signed off in a timely manner.
  • Continual oversight and guidance to all community health activities supported by the Health Pooled Fund through the Implementing Partners
  • Collaborate and coordinate with other partners (including Technical working groups, UN agencies, NGOs), other fund managers including Global Fund prime recipients on community health activities
  • Participate in the Boma Health technical work group with MoH and other partners. Input actively into the formation of community health policy and the intended government roll out of the initiative.
  • Provide technical support to Implementing Partners on delivering key elements of the BHI ensuring that Implementing Partners follow the appropriate implementing procedures as assigned by HPF.
  • Monitor Implementing Partner adherence to the strict selection criteria of Boma Health Workers ensuring that none reside within a 5km radius of a functioning health facility. Produce and continually update GIS maps showing BHI service coverage and distribution of BHWs.
  • Conduct frequent supportive supervision visits to the field. Ensure that each visit concludes with a trip report that is shared with senior management and placed on HPF3 Shared File.
  • Liaise with UNICEF and contracted partners to ensure the timely development of the national BHI curriculum and input technically as needed.
  • Utilizing previous experience support the development of a BHW Supervisor curriculum and selection criteria of supervisors. Take responsibility for the BHW curriculum development
  • Monitor the data collection processes on Implementing partners, ensuring that data from BHWs is collected in a timely fashion and inputted correctly into the relevant HMIS. Take responsibility for the ITT and DHIS data quality including ensuring onsite BHW data verification visits are conducted on a quarterly basis.
  • Responsible for the identification of the BHI and community tools that can be offered to the IPs digitally and work with the identified STTA to roll out the digitalisation of the tools.
  • Take responsibility for HPF learning and knowledge management through quarterly community health performance reviews. Ensure community health success stories are shared on a monthly basis and best practices are documented.
  • Responsible for timely submission of the community health section of HPF monthly, quarterly and annual reports. Ensure that feedback or queries to submitted reports are addressed in a timely manner.
  • Lead the community health teams work planning and budgeting and ensure that an up-to-date work plan and budget and financial forecasts are in place at all times.
  • Represent HPF’s community health work at key stakeholder meetings as and when needed.
  • Support to the continual risk and issue management and mitigation processes on the programme.
  • Collaborate with HSSD, MEL, OR and Contracts to improve quality of care and service coverage. Ensure community health sections of all IP reports are read in order to identify and partner support gaps and be able to appropriate technical, financial or operational support to implementing partners. Actively represent the Community Health team at the Senior Management Team meetings.
  • Any other relevant duties commensurate with experience as designated by the Line Manager

About you

Qualifications:

  • At least 10 years’ working experience in the community health field
  • Master’s qualification in International Public Health, Health Services Management or related field is desirable

Skills and experience:

  • Demonstrable experience of successfully working at a Senior Manager level in a large development programme team or for a development organisation
  • Excellent people management and team leadership skills
  • Proven ability to enable his/her team to perform beyond expectations
  • Experience of working in the South Sudan health sector, with a good understanding of the stakeholder landscape and importance of coordination with other actors in the sector
  • Proven experience in community health and service delivery in South Sudan
  • Clear and articulate communicator in English, both in writing and verbally.
  • Experience providing external representation at high-level meetings
  • Demonstrable ability to write reports and provide critical analysis and quality assurance of the work of others
  • Solid experience developing accurately costed work plans and monitoring budgets
  • Excellent personal relationship skills.
  • Computer literate; at a minimum must be able to use Microsoft Office Word, Excel, Powerpoint and Outlook proficiently.
