Background

SoCha intends to submit a proposal to provide third-party monitoring (TPM), evaluation, and special studies services to support USAID’s Bureau for Humanitarian Assistance (BHA) programs in Sudan. The information and findings will be critical to ensure program learning and accountability which will also be useful for programmatic adjustments and future program design by USAID/BHA in Sudan. The project has the following objectives:

  1. Conduct TPM activities in the South Kordofan and Blue Nile regions.
  2. Conduct TPM activities in states of Sudan where USAID/BHA is unable to access program sites.
  3. Deliver specific research studies or evaluations that provide in-depth analysis and insights into various aspects of the humanitarian programs being implemented in Sudan.

SoCha is seeking a full-time, qualified individual to fill the role of Community Partnership Advisor (CPA). The CPA position will be based in the region and is contingent on contract award and USAID approval.

Scope of Work

The CPA will ensure clear communications and presentations to BHA, implementing partners (IPs), and other stakeholders on progress and community feedback. Responsibilities will include:

  • Support all communication, scripts, and information sharing with BHA and the IPs, and ensure exchanges occur according to agreed-upon protocols, revising when necessary.
  • Oversee event planning, facilitation and support to collaboration and networking within Mission staff, IPs, and development stakeholders.
  • Identify and engage local experts to supplement the program.
  • Lead partnership and communications-related objectives for the project.
  • Develop learning products from data collected in the field.
  • Support USAID to develop templates, tools, knowledge management, and partnership management systems.
  • Other tasks as assigned.

Minimum Qualifications and Experience

  • Bachelor’s degree or higher in one or more fields related to monitoring and evaluation or development assistance such as public, business or development administration, knowledge management, political science, economics, development studies, or similar inter-disciplinary fields;
  • At least five (5) years of progressive professional experience in partnership management, organizational development, and/or knowledge management.
  • A minimum two (2) years working in non-permissive environments.
  • Experience with monitoring and evaluation within complex international development contexts, in support of humanitarian assistance or related programs.
  • Proven competence in client relationship management, strategic thinking, innovation and effective communication;
  • Excellent communication and presentation skills, including experience in presenting to USAID, national government, or related entities.
  • Demonstrate ability to work in a multicultural, multi-ethnic environment and to maintain effective working relations with people of different national and cultural backgrounds.
  • A working knowledge of Arabic is highly desirable.
