Context:

Established in 1951, IOM works with partners, government, and civil society to promote international cooperation to address operational challenges of migration and mobility, assist in the search for practical solutions to migration problems, and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people. IOM addresses the migratory phenomenon from an integral and holistic perspective, including links to development, to maximize its benefits and minimize its negative effects.

IOM has been operational in Mozambique since 2005, and has offices in Maputo, Beira, Pemba and Nampula. IOM Mozambique is launching a Rapid Response Fund (RRF) which will provide small grants to local partners for humanitarian response across the country. In light of this, IOM is seeking a Compliance Officer to lead on all issues related to resource management and compliance of the RRF.

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Head of Resources Management (HoRM) and in close coordination with the Grants Programme Manager and Sub-Office’s Resources Management Officer(s), as well as relevant units at Regional Office (RO) and Headquarters (HQ), the Compliance Officer will be responsible and accountable for overseeing and monitoring the resource management activities of the Rapid Response Fund and Community Resilience and Peace Building, ensuring full compliance with IOM’s rules and regulations as well as with any donor-specific requirements.

Core Functions / Responsibilities:

  1. Provide first-line support, guidance and training for IOM Mozambique staff in general and the Grants Unit in specific, focusing on grant recipients and Implementing Partners (IPs) in line with the relevant internal guidance, policies, processes and procedures relating to organizational support functions including but not limited to finance, compliance, human resources, procurement and logistics.
  2. Guide, review and approve IP selection process including due diligence, budget review, contract drafting and signing, in collaboration with the Grants Programme Manager, prior to HoRM and CoM approval.
  3. Supervise relevant Grants Unit colleagues, providing mentorship and guidance, ensuring effective implementation of grants and implementing partner agreements.
  4. In line with the IOM policy on Fraud Awareness and Prevention Guidelines (IN/70) and other relevant policies, implement anti-fraud measures to safeguard the organization from processes and procedures that may lead to corrupt practices such as fraud or aid diversion. Ensure close coordination with relevant units in the mission, RO and HQ for development and implementation of systems and tools that align with IOM policies, rules and regulations. Report concerns and issues related to non-compliance of IOM policies, rules and regulations immediately to the direct supervisor.
  5. In close coordination with the HoRM, Grants Programme Manager and respective RMOs, recommend mechanisms that prevent fraud and corruption among IPs. Follow up on oversight reports and report all IP concerns and issues related to non-compliance of IOM policies, rules and regulations immediately.
  6. In close collaboration with HoRM, Grants Programme Manager and Monitoring and Evaluation team, oversee the development and implementation of information management systems for contractual, administrative and financial monitoring for all grant recipients and IPs. Maintain a database of all grants documents.
  7. Provide oversight to ensure that financial payments to implementing partners are being made in a timely manner, and in compliance with IOM, donor and legal requirements as stated in the IP agreement.
  8. Provide technical guidance and trainings to grant recipients and IPs on budget planning and management and financial compliance rules of IOM, as well as those of the relevant project donor.
  9. Support any audit or compliance procedures implemented by IOM or donors as needed.
  10. Travel to IOM sub-offices and IP offices as needed to support in the implementation of all processes that relate to resource management and compliance.
  11. Coordinate with procurement, finance, pipeline management and other relevant units on all issues related to the procurement, donation, storage and management goods required for the Grants Unit. Ensure all relevant guidelines are followed in these processes.
  12. Liaise with government, donor counterparts, cluster/sector leaders, non-government organizations and other relevant stakeholders as required.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Accounting, Finance, Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.
  • Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience

  • Experience in finance, accounting, audit and administration in the humanitarian assistance and complex setting, or emergency programmes;
  • Practical experience in IOM or an intergovernmental field-based organization and administrative and financial management, budget monitoring and internal control procedures;
  • Experience in performing or coordinating due diligence and risk assessments for UN Agencies, International Organizations, and International specialized NGOs;
  • Experience in preparing clear and concise reports, supervising staff and coordinating administrative activities;
  • Experience working with the Implementing Partners (IP);
  • Experience in IP’s capacity assessment, Budgets and Fraud mechanism control; and,
  • Previous experience in the region an advantage.

Skills

  • Adapts financial, administrative and human resources practices to the requirements of IOM to facilitate the achievement of strategic objectives;
  • High level of computer literacy, in particular, experience in computerized accounting systems and software;
  • Capacity to introduce adjustments to improve procedures and processes;
