Position Title : Construction Engineer

Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

Under the direct supervision of the International Engineer in IOM Niamey, and in close coordination with the IOM Niger Procurement and Logistics unit, the successful candidate will be responsible and accountable for development of design and technical documentation as well as tendering, company selection, construction control and final evaluations (architectural and engineering design, technical specifications, Bill of Quantities (BoQs), cost estimates and construction time schedules) for the construction project in Niger.

Core Functions / Responsibilities:

  1. Effectively support the International Engineer to deliver activities according to criteria specified, on time and within budget to the best interests of IOM.
  2. Support the design of the Construction project into a coherent proposal, allowing construction contractors to completely understand and interpret to effectively carry out the work according to the developed design and technical documentation.
  3. Ensure close coordination with the Directorate of Logistics and Infrastructure (DLI) throughout the design and construction process to ensure proper identification of and adherence to requirements for the headquarters building.
  4. Ensure proper follow up and support on tendering, contracting and controlling processes for the building construction.
  5. Supervise local engineers in charge of on-site construction (Niamey, Agadez, Zinder, Tahoua).
  6. Perform such other duties as maybe assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Architecture, Civil Engineering or a related field from an accredited academic institution; or

• University degree in the above fields with two years of relevant professional experience.

Experience

• Minimum of one year experience in the construction field;

• Experience in urban planning, project administration and construction management;

• Good knowledge of project development, administration and evaluation of concepts and procedures;

• Experience in report writing and project development participation;

• Overall good knowledge of IT and skills in AutoCAD software will be a plus.

Languages

For this position, fluency in French and English is required. Working knowledge of Spanish is an advantage.
