Background and scope
Over 10 million children are out of school, majority have been out of school for years due to the crisis in Northeast and are unable to integrate into or rejoin formal education. Accelerated Education Programming (AEP) is needed to ensure that children who have been out of school for a number of reasons are not able to enroll or be integrated into formal schools get a chances to access education. Education is a fundamental right as clearly spelt out in article 28 of the United Nations Conventions of the Rights of a Child and Nigeria ratified this convention. Under the EU- Borno Education component, Save the Children will support Nigeria Educational Research and Development Counsel to develop a condensed Accelerated Education Program curriculum with clear pathways for those who can transition into mainstream/ formal education system while those that cannot can continue and complete the cycle and either transition to vocational training programs or secondary education.

Save the Children supports access to inclusive quality education from a safe and protective learning environment for children affected by the conflict in Northeast while at the same time strengthening coping mechanisms and resilience for children and teachers affected by the conflict through provisional of psychosocial support and Social and Emotional Learning all aiming at reducing the negative impact of the crisis on the well being of children and their teachers.
The Accelerated Education Program curriculum will provide an alternative for 18,000 children who cannot enroll in formal school to be able to acquire competencies equivalent to those that attend formal basic education in Nigeria and be able to transition to either next levels within the formal education system or enroll into vocation training programs. There are existing catchup programs that have been developed by various development partners and this effort will be building on what is already existing with consultation and coordination and collaboration with all relevant stakeholders. The project will work with Nigeria Educational Research and Development Council, State Agency for Mass Education and other stakeholders during but not limited to item selection and condensing, writing, critique and editorial and finalization workshops.
Purpose of the consultancy
Save the Children is seeking to hire a consultant with experience in curriculum development to deliver a consultancy in two parts. Firstly, to take stock and review existing non- formal curriculums being used by development partners, particularly those working in EiE, engage the relevant stakeholders in AEP (especially NERDC) and provide recommendations on the work required to develop a nationally recognized certified accelerated education program curriculum that children who have missed out of school can attend and acquire competencies equivalent to those of children going through formal basic education programs.
Secondly, based on the findings and recommendations, work with Nigeria Educational Research and Development Council, National Mass Education Commission and all other relevant stakeholders to develop a certified Accelerated Education Program curriculum with clear pathways for children to either transition to mainstream formal education system, sit for end of primary exams or join vocational training programs. The curriculum development process should be in line with the Nigeria educational Research and Development Council processes and procedures to ensure that the curriculum is endorsed at national level.
- Methodology
* Desk review of the existing Non Formal Education program curricula.
* Key informant interviews with the relevant stakeholders at federal and State level including selected relevant development partners.
* Co- facilitate workshops with NERDC technical persons including but not limited to item selection and condensing, writing, critique and editorial and finalization workshop (i.e. supporting all stages of the NERDC curriculum endorsement process). - Duration of the consultancy.
The consultancy is expected to start on 1st May 2019 and will last for 40 working days. - Key deliverables
* Report on the review of existing non-formal education curricula, which includes detailed recommendations on the next steps and requirement needs for development of a certified national Accelerated Education Program curriculum.
* In collaboration with NERDC and other development partners, produce a final Accelerated Education Program curriculum to be submitted for review and approval by the relevant authority (NEC). It is expected that this curriculum includes a competency framework linked back to the formal system and a clear outline of its accreditation process.
* Fully developed teacher guide and competency framework for the curriculum that is clearly linked to the formal system. - Child safeguarding

* Master’s degree or higher in education preferably in curriculum design and development especially accelerated education program or any other social science degree.
* At least five years relevant professional experience developing educational curriculum or similar related topics preferably for accelerated learning programs.
* Excellent writing and analytical skills
* Expertise on gender equality and equity
* Ability to work with minimum supervision and engage relevant stakeholders.
* Ability to work well with government agencies and coordinate with other development partners.
