Procurement of a Consultant to Support the Development of the Kenya Country Office Annual Report 2025

  1. Background and Context

CBM Christoffel-Blindenmission Christian Blind Mission e.V is an international Christian Development organization committed to improving the quality of life of persons with disability. CBM addresses disability as a cause and consequence of poverty and works in partnership with implementing partners and government to create an inclusive society for all. CBM works in partnership with local organizations and stakeholders to promote inclusive development, disability-inclusive Programmes in health, education, livelihoods, and humanitarian action.

The CBM Kenya Country Office partners with various local and international organizations to implement CBM-supported Programmes across various Counties of Kenya while aligning with CBM’s global strategy, County and National priorities.

As part of CBM’s accountability, learning, adaptation and documentation requirements, the Kenya Country Office intends to engage a qualified consultant to provide technical support in the development of the Kenya Country Office Annual Report 2025 and develop related materials (country profile, infographics, posters, brochures, and flyers) for use during the upcoming International Agency for Prevention of Blindness 2030 INSIGHT LIVE event in Nairobi, Kenya. It is expected that this report will, highlight key programme achievements, results, financial summaries, lessons learned, and stories of change for the reporting year. The document is expected to be of high-quality content, demonstrating coherence and consistency with CBM branding and reporting standards.

2. Purpose of the Assignment

The purpose of this consultancy is to support CBM Kenya Country Office to develop a compelling, high-quality, accessible, and comprehensive Programme Annual Report for the year 2025, suitable for internal and external stakeholders, including partners, government, donors and beneficiaries which meets international standards.

3. Main Tasks

The specific objectives of the consultancy are to:

  1. Agree with the client on scope, target audience, structure, accessibility and key messages of the report.
  2. Review, analyze, and synthesize programme data and reports for the year 2025.
  3. Gather insights from programme staff, government, implementing partners, communities and beneficiaries (where feasible)
  4. Translate data into clear impact narratives (what changed, how, and why it matters) – ethical impact stories / human-interest stories, and photographs aligned with programme outcomes (informed consent, dignity, and accuracy).
  5. Using diverse formats, present key achievements, financial overview, outcomes/impact, opportunities, challenges, lessons learned, and good practices; highlight innovation, inclusion, sustainability, and capability for scale.
  6. Review and interpret the Vision Impact Project end term evaluation report and lessons learnt workshop report and develop quality related materials (country profile, infographics, posters, brochures, and flyers) for use during the upcoming IAPB 2030 INSIGHT LIVE event in Nairobi, Kenya.
  7. Ensure completeness, accuracy, consistency, and quality of information presented.

4. Scope of Work

The consultant will work closely with the CBM Kenya Country Office team. The scope of work will include, but not be limited to, the following tasks:

4.1 Inception Phase

  • Hold an inception meeting with CBM Kenya Country Office to clarify expectations, timelines, deliverables, and available materials.
  • Review key reference documents, (list of documents to be shared with successful candidate)
  • Develop a detailed outline and structure for the Annual Report in consultation with CBM KCO.

4.2 Content Development

  • Draft narrative content for all agreed upon sections.
  • Edit, synthesize, and harmonize content.
  • Ensure content is inclusive, factual, and accessible.

4.3 Review and Finalization

  • Incorporate feedback from all key stakeholders.
  • Proofread and finalize the report.
  • Support alignment of content with layout/design.

5. Expected Deliverables

The consultant will be expected to deliver the following:

  1. Inception report outlining proposed methodology, formats, outline, and timeline.
  2. Draft Annual Report 2025 and draft materials (country profile, infographics, posters, brochures, and flyers for review.
  3. Final Annual Report 2025 content, incorporating all feedback and ready for design and publication.
  4. Final materials (country profile, infographics, posters, brochures, and flyers) for design and production.

Note: All deliverables shall be submitted in editable electronic format.

6. Duration of the Assignment

The assignment is expected to take approximately 30 working days.

7. Reporting and Coordination

  • The consultant will report to the CBM Kenya Country Office Programme Manager.
  • CBM Kenya Country Office will provide relevant documents, data, and contacts, as required.

8. Consultant Qualifications and Experience

The consultant should meet the following minimum qualifications:

  • Advanced degree in Development Studies, Communications, Social Sciences, Journalism, International Relations, or a related field.
  • Minimum of 5 years’ experience in development communications, report writing, or consultancy assignments with NGOs/INGOs.
  • Proven experience in developing annual reports, donor reports, or organizational reports.
  • Strong analytical and writing skills, with ability to synthesize complex information clearly.
  • Demonstrated understanding of disability-inclusive development and rights-based approaches (strong asset).
  • Excellent English writing and editing skills.
  • Experience working with international organizations and multi-stakeholder environments.

9. Ethical Considerations

The consultant will:

  • Adhere to CBM’s values, Code of Conduct, and Safeguarding Policy.
  • Treat all information received as confidential.
  • Ensure informed consent for any stories or case studies used.
  • Ensure respectful and dignified representation of persons with disabilities.

10. Payment and Fees

  • Interested consultants shall submit a financial proposal indicating the total consultancy fee in Kenya Shillings (KES) inclusive of all applicable tax.
  • Payments will be made upon satisfactory completion of agreed milestones, as outlined in the contract.

11. Evaluation Criteria

Proposals will be evaluated based on:

  • Technical approach and understanding of the assignment
  • Relevant experience and qualifications
  • Quality of previous work samples
  • Cost-effectiveness
