GROOTS Kenya in partnership with HORIZONT3000 is implementing an EU-Funded Project tilted Money Power in Muranga and Laikipia County. The objective of the project is to enhance grassroots women, youth, marginalized and indigenous people’s voice and influence on public budget and fiscal policy at county level in Kenya.As part of the project, GROOTS Kenya will host a 20 days Public Budget Grassroots Academy for 250 grassroots champions from Muranga and Laikipia counties to equip them with both the technical and political skills necessary to engage in the PFM Cycle. It’s against this background that we seek the services of Public budget & Gender Specialist(s) to develop a public budget training curriculum for grassroots communities. It is anticipated that the proposed curriculum will have up to six (6) modules.

Specific Consultancy Tasks

· Conduct consultative & thought meetings with GROOTS Kenya technical staff to define specific goals of the curriculum and a detailed timeline

· Conduct consultative meetings with selected grassroots budget champions ascertain the capacity building needs.

· Hold consultation with county directors of budgets, public participation and planning , budget officers, on the suitable content of the training curriculum

· Review relevant background data from the 2019 census report (Volume 1V), Kenya economic survey 2019/2020 and county gender analysis report where available

· Review existing budget curriculums including those from International Budget Partnership, GROOTS Kenya documents and Public Finance Management policy documents

· Consolidate the report of the consultative meetings and literature review reports and propose to GROOTS Kenya at least 6 modules for the training curriculum.

· Content development for Module 1 and 2

· Content development for Module 2 and 3

· Content development for Module 4 and 6

· Develop a gender, youth and social inclusivity scorecard as an annex to the curriculum in close consultation with GROOTS Kenya;

· Test and validate the final draft curriculum

Expected Deliverables;

· An inception report (Shall include suggestions for user friendly training curriculum content)

· Report of the consultative and though meetings.

· A detailed outline of the final training curriculum

· Training curriculum Module 1 and 2

· Training curriculum Module 2 and 3

· Training curriculum Module 4 and 6

· Annexes: gender, youth and social inclusivity scorecard

· Final draft curriculum;

· Final publishable curriculum.

Required Qualifications

· Expertise in public finance management, gender analysis, gender and social inclusion

· High quality writing skills

· Past experience in training curriculum development

· Understanding of Gender Responsive budgeting

· Working relationships with county governments preferably departments of budgets, planning and public participation

· Fluency in spoken Swahili, written and spoken English.

NB: This is an individual consultant (s)call; consultancy firms shall not be shortlisted. However consultant can apply as an individual or jointly (A max of 2).For joint application the bid must clearly demonstrated areas of complementarity with a sharp focus on public finance management and Gender & social inclusivity.
