Consultancy for Provision of In-Person Training and Technical Environmental Monitoring under WEKCEA Project (2025) 10 views0 applications

Finn Church Aid (FCA) is Finland’s development and humanitarian cooperation non-governmental organization. FCA operates in 12 countries around the world and specializes in three thematic priority areas: Right to Peace, Right to Livelihood, and Right to Quality Education.

In Kenya, Finn Church Aid implements programmes under its Right to Livelihoods (R2L) thematic area aimed at enhancing economic opportunities for vulnerable populations through skills development, entrepreneurship, and access to markets.

The Women Empowerment in Kenya through Controlled Environment Agriculture (WEKCEA) project contributes to this objective by strengthening the livelihoods and economic resilience of women through the adoption of climate-smart agricultural practices, including shade nets, greenhouse farming and hydroponics.

The project is implemented in Arid and Semi-Arid Land (ASAL) counties of Kajiado, Elgeyo Marakwet, and West Pokot, where agricultural production is constrained by water scarcity, erratic rainfall patterns, and climate variability. These conditions limit the effectiveness of traditional farming systems and disproportionately affect women smallholder farmers, who often have limited access to technology, inputs, and extension services.

To address these challenges, the project promotes controlled environment agriculture (CEA) and efficient water use practices as sustainable approaches to improving productivity, resilience, and income generation among targeted women groups.

The primary target groups for this assignment include:

  • Women agri-preneur groups engaged in agricultural production activities
  • Village-Based Champions (VBCs), who are selected members within these groups trained to act as peer educators and lead farmers
  • County Agriculture Officers, who provide technical extension support and institutional linkage

The inclusion of Village-Based Champions as part of the target groups is central to the project’s sustainability strategy. As embedded members of the women groups, VBCs play a critical role in facilitating knowledge transfer, supporting day-to-day application of technologies, and strengthening peer-to-peer learning systems at the community level.

A key component of the project is therefore to build the technical and facilitation capacity of group members, Village-based Champions (VBCs) and County Agriculture Officers to support the effective adoption, application, and scaling of CEA technologies.

In addition, the project seeks to generate practical, context-specific technical insights on the performance of controlled environment agriculture systems under ASAL conditions. This includes monitoring and documenting key environmental parameters such as temperature, humidity, and water usage across the production value chain to inform adaptive and evidence-based implementation.

The assignment will therefore require an integrated approach that combines capacity building with technical environmental monitoring, ensuring both effective knowledge transfer and the generation of actionable insights to improve system performance and sustainability.

Finn Church Aid (FCA) is the largest Finnish development cooperation organisation and the second largest provider of humanitarian assistance. We operate in 15 countries, where the needs are most dire. We work with the poorest people, regardless of their religious beliefs, ethnic background or political convictions.

Our work is based on rights, which means that our operations are guided by equality, non-discrimination and responsibility.

Aiming for permanent change

Permanent change in developing countries can only be achieved through persistent cooperation with local communities and people. Finn Church Aid is committed to working until the people in need can independently secure their livelihood and satisfy their basic needs.

For human rights, against poverty

The reduction of poverty requires achieving peace and the realisation of human rights. Through our projects, we work to ensure both. We encourage decision-makers and all Finns to address structures that induce poverty, violence and human rights violations.

Africa and Asia as the main targets

In 2016, FCA provided aid for 34 million euros in value. The majority of our funds come from private investors, the Ministry for Foreign Affairs of Finland, and parishes. Over 85 percent of the donated funds are directed to aid work. The share of domestic operations and general administration is about 15 percent.

Most of our assistance goes to Africa. The need for assistance on the continent has been caused and maintained by political instability, prolonged crises and natural disasters. The second most significant target for aid funds is Asia, which has the largest number of people living in poverty.
