4. COMPLETING AND SUBMITTING A PROPOSAL
4.1. Your Proposal must consist of the following four separate documents:
 Signed Declaration of Undertaking (see Attachment 2)
 Pre-Qualification Information (see Section 4.3 below)
 Technical Proposal (see Section 4.4 below)
 Financial Proposal (see Section 4.5 below)
Proposals must be prepared in English.

4.2. Your Proposal must be submitted by email to the IUCN Contact (see Section 2). The subject heading of the email shall be [RfP Reference – bidder name]. The bidder name is the name of the company/organisation on whose behalf you are submitting the Proposal, or your own surname if you are bidding as a self-employed Contractor. Your Proposal must be submitted in PDF format. You may submit multiple emails suitably annotated, e.g. Email 1 of 3, if attached files are too large to suit a single email transmission. You may not submit your Proposal by uploading it to a file-sharing tool.
IMPORTANT: Submitted documents must be password-protected so that they cannot be
opened and read before the submission deadline. Please use the same password for all
submitted documents. After the deadline has passed and within 12 hours, please send the
password to the IUCN Contact. This will ensure a secure bid submission and opening process.

4.3. Pre-Qualification Criteria
IUCN will use the following Pre-Qualification Criteria to determine whether you have the
capacity to provide the required goods and/or services to IUCN. Please provide the necessary information in a single, separate document.

4.4. Technical Proposal
The Technical Proposal must address each of the criteria stated below explicitly and separately, quoting the relevant criteria reference number (left-hand column). Proposals in any other format will significantly increase the time it takes to evaluate, and such Proposals may therefore be rejected at IUCN’s discretion.
Where CVs are requested, these must be of the individuals who will actually carry out the work specified. The individuals you put forward may only be substituted with IUCN’s approval.
IUCN will evaluate Technical Proposals with regards to each of the following criteria and their relative importance:

The bidder shall submit CVs, proof of qualifications and signed commitment letters for the proposed personnel. (10%)
2.2. Adequacy of the proposed team structure and demonstrated experience in executing similar dam, water infrastructure or public works projects (10%)

3 Equipment, Operational Capacity and Quality Management-20
3.1. Availability and adequacy of the required construction equipment, facilities, logistics, and mobilization plan for timely execution of the works (10%)
3.2. Quality assurance and quality control procedures, Noccupational health and safety measures, environmental management, and contingency arrangements for project implementation (10%)

4 Experience and Past Performance-30
4.1. Proven experience (minimum 3–5 years) in construction of dams, water infrastructure, reinforced concrete structures, or similar civil engineering works of comparable scope and complexity (15%)
4.2. Quality and relevance of completed projects, including client references, evidence of successful completion, and demonstrated performance on similar assignments (15%)

4.5. Financial Proposal
4.5.1. The Financial Proposal must be a fixed and firm price for the provision of the construction works stated in the RfP in their entirety.
4.5.2. Prices include all costs
Submitted rates and prices are deemed to include all costs, insurances, taxes (except VAT, see below), fees, expenses, liabilities, obligations, risk and other things necessary for the performance of the Terms of Reference or Specification of Requirements. IUCN will not accept charges beyond those clearly stated in the Financial Proposal. This includes applicable withholding taxes and similar. It is your responsibility to determine whether such taxes apply to your organisation and to include them in your Financial Proposal.
4.5.3. Applicable Goods and Services Taxes
Proposal rates and prices shall be exclusive of Value Added Tax.
4.5.4. Currency of proposed rates and prices
All rates and prices submitted by Proposers shall be in Meticais.
4.5.5. Breakdown of rates and prices
For information only, the price needs to be broken down by deliverable as follows. The Financial Proposal shall include the completed Bill of Quantities (BoQ). The milestone payment schedule provided in this RfP is for payment purposes only.:

4.6. Additional information not requested by IUCN should not be included in your Proposal and will not be considered in the evaluation.

4.7. Your Proposal must remain valid and capable of acceptance by IUCN for a period of 90
calendar days following the submission deadline.

4.8. Withdrawals and Changes
You may freely withdraw or change your Proposal at any time prior to the submission deadline by written notice to the IUCN Contact. However, in order to reduce the risk of fraud, no changes or withdrawals will be accepted after the submission deadline.

5. EVALUATION OF PROPOSALS
5.1. Completeness
IUCN will firstly check your Proposal for completeness. Incomplete Proposals will not be considered further.
5.2. Pre-Qualification Criteria
Only Proposals that meet all of the pre-qualification criteria will be evaluated.
5.3. Technical Evaluation
5.3.1. Scoring Method
Your Proposal will be assigned a score from 0 to 10 for each of the technical evaluation criteria, such that ‘0’ is low and ‘10’ is high.
5.3.2. Minimum Quality Thresholds
Proposals that receive a score of ‘0’ for any of the criteria will not be considered further.
5.3.3. Technical Score
Your score for each technical evaluation criterion will be multiplied with the respective relative weight (see Section 4.4) and these weighted scores added together to give your Proposal’s overall technical score.
5.4. Financial Evaluation and Financial Scores
The financial evaluation will be based upon the full total price you submit. Your Financial Proposal will receive a score calculated by dividing the lowest Financial Proposal that has passed the minimum quality thresholds (see Section 5.3.2) by the total price of your Financial Proposal.
Thus, for example, if your Financial Proposal is for a total of CHF 100 and the lowest Financial Proposal is CHF 80, you will receive a financial score of 80/100 = 80%

5.5. Total Score
Your Proposal’s total score will be calculated as the weighted sum of your technical score and your financial score.
The relative weights will be:
Technical: 70%
Financial: 30%
Thus, for example, if your technical score is 83% and your financial score is 77%, you will receive a total score of 83 * 70% + 77 * 30% = 58.1% + 23.1% = 81.2%.
Subject to the requirements in Sections 4 and 7, IUCN will award the contract to the bidder whose Proposal achieves the highest total score.

6. EXPLANATION OF PROCUREMENT PROCEDURE
6.1. IUCN is using the Open Procedure for this procurement. This means that the contracting opportunity is published on IUCN’s website and open to all interested parties to take part, subject to the conditions in Section 7 below.

6.2. You are welcome to ask questions or seek clarification regarding this procurement. Please email the IUCN Contact (see Section 2), taking note of the deadline for submission of questions in Section 3.1.

6.3. All Proposals must be received by the submission deadline in Section 3.1 above. Late Proposals will not be considered. All Proposals received by the submission deadline will be evaluated by a team of three or more evaluators in accordance with the evaluation criteria stated in this RfP. No other criteria will be used to evaluate Proposals. The contract will be awarded to the bidder whose Proposal received the highest Total Score. IUCN does, however, reserve the right to cancel the procurement and not award a contract at all.

6.4. IUCN will contact the bidder with the highest-scoring Proposal to finalise the contract. We will contact unsuccessful bidders after the contract has been awarded and provide detailed feedback. The timetable in Section 3.1 gives an estimate of when we expect to have completed the contract award, but this date may change depending on how long the evaluation of Proposals takes.

7. CONDITIONS FOR PARTICIPATION IN THIS PROCUREMENT
7.1. To participate in this procurement, you are required to submit a Proposal, which fully complies with the instructions in this RfP and the Attachments.
7.1.1. It is your responsibility to ensure that you have submitted a complete and fully compliant Proposal.
7.1.2. Any incomplete or incorrectly completed Proposal submission may be deemed noncompliant, and as a result you may be unable to proceed further in the procurement process.
7.1.3. IUCN will query any obvious clerical errors in your Proposal and may, at IUCN’s sole discretion, allow you to correct these, but only if doing so could not be perceived as giving you an unfair advantage.
7.2. In order to participate in this procurement, you must meet the following conditions:
 Free of conflicts of interest
 Registered on the relevant professional or trade register of the country in which you are established (or resident, if self-employed)
 In full compliance with your obligations relating to payment of social security contributions and of all applicable taxes
 Not been convicted of failing to comply with environmental regulatory requirements or other legal requirements relating to sustainability and environmental protection
 Not bankrupt or being wound up
 Never been guilty of an offence concerning your professional conduct
 Not involved in fraud, corruption, a criminal organisation, money laundering, terrorism, or any other illegal activity.

7.3. You must complete and sign the Declaration of Undertaking (see Attachment 2).

7.4. If you are participating in this procurement as a member of a joint venture, or are using subcontractors, submit a separate Declaration of Undertaking for each member of the joint venture and sub-contractor, and be clear in your Proposal which parts of the construction works are provided by each partner or sub-contractor.

7.5. Each bidder shall submit only one Proposal, either individually or as a partner in a joint venture. In case of joint venture, one company shall not be allowed to participate in two different joint ventures in the same procurement nor shall a company be allowed to submit a Proposal both on its behalf and as part of a joint venture for the same procurement. A bidder who submits or participates in more than one Proposal (other than as a subcontractor or in cases of alternatives that have been permitted or requested) shall cause all the Proposals with the bidder’s participation to be disqualified.

7.6. By taking part in this procurement, you accept the conditions set out in this RfP, including the following:
 It is unacceptable to give or offer any gift or consideration to an employee or other representative of IUCN as a reward or inducement in relation to the awarding of a contract.
Such action will give IUCN the right to exclude you from this and any future procurements, and to terminate any contract that may have been signed with you.
 Any attempt to obtain information from an employee or other representative of IUCN concerning another bidder will result in disqualification.
 Any price fixing or collusion with other bidders in relation to this procurement shall give IUCN the right to exclude you and any other involved bidder(s) from this and any future procurements and may constitute a criminal offence.

8. CONFIDENTIALITY AND DATA PROTECTION
8.1. IUCN follows the European Union’s General Data Protection Regulation (GDPR). The
information you submit to IUCN as part of this procurement will be treated as confidential and shared only as required to evaluate your Proposal in line with the procedure explained in this RfP, and for the maintenance of a clear audit trail. For audit purposes, IUCN is required to retain your Proposal in its entirety for 10 years after then end of the resulting contract and make this available to internal and external auditors and donors as and when requested.

8.2. In the Declaration of Undertaking (Attachment 2) you need to give IUCN express permission to use the information you submit in this way, including personal data that forms part of your Proposal. Where you include personal data of your employees (e.g. CVs) in your Proposal, you need to have written permission from those individuals to share this information with IUCN, and for IUCN to use this information as indicated in 8.1. Without these permissions, IUCN will not be able to consider your Proposal.

9. COMPLAINTS PROCEDURE
If you have a complaint or concern regarding the propriety of how a competitive process is or has been executed, then please contact [email protected]. Such complaints or concerns will be treated as confidential and are not considered in breach of the above restrictions on communication (Section 2.1).

10. CONTRACT
The contract will be based on IUCN’s template in Attachment 3, the terms of which are not negotiable. They may, however, be amended by IUCN to reflect particular requirements from the donor funding this particular procurement.

About the Project
The Mainstreaming and Integrated Water Resources Management approach for More Resilient Basins in Mozambique [MozWateR] is a geared project towards achieving water security and safety by supporting Mozambique in developing its capacity to implement effective integrated water resources management (IWRM) in key basins in the northern and central water administration regions and improve capacity at a national level. This project is a collaborative effort where joint action on the ground will produce critical lessons from tried best practices that inform policy which strengthen business approaches, institutions, and rules around the sustainable use of land and water. MozWateR is being implemented collaboratively with the Northern Regional Water Administration (ARA-Norte), Central Regional Water Administration (ARA-Centro) and the National Directorate for Water Resources Management (DNGRH) as primary Implementing Partners (IPs) to combat several challenges in the national water sector.

Description of goods and Services
1. Objectives
Implementation of the construction project for the Zembe dam located in the Macate District, Manica Province. The works include the construction of the dam structure and auxiliary water utilization infrastructure.
The construction of the dam has the following objectives:
i. Improved threat management and disaster risk reduction;
ii. Promote and reduce small-scale crop loss, especially of vegetables and legumes, during periods of drought;
iii. Ensure the availability of water for domestic use;
iv. Other social activities.

2. Site overview
The proposed location for the dam is situated in the Búzi River basin, specifically along the Mucessa River, at coordinates 19°16’25.70″S and 33°21’15.24″E, in the Zembe Administrative Post, Macate District, Manica Province.
 From a geological point of view, rock outcrops are observed in the bed of the identified section, but not on the slopes.
 Regarding the valley’s morphology, it is a narrow and shallow section, with a maximum estimated depth of about 4 meters, suitable for dam construction. The valley is relatively closed in the area of the dam’s axis and slightly more open upstream, a condition favorable to achieving a good water storage capacity.
 From a hydrological point of view, it is noteworthy that the river has a constant flow throughout the year, associated with the presence of relatively dense vegetation on its banks and low levels of sedimentation. This fact indicates that the watercourse does not transport large quantities of sediment, thus contributing to the longevity of the reservoir and reducing the need for frequent maintenance interventions.
 Regarding accessibility, the site is located less than 5 km from the headquarters of the Administrative Post, with viable access for vehicles, which facilitates the mobilization of resources during the construction phase.

According to the classification of Wladimir Köppen, the climate covering the District and the locality in question is of the humid temperate type. With an average annual rainfall of approximately 1,501 mm according to data from the meteorological station of Espungabera and average annual reference evapotranspiration of around 1,170 mm; the rainy season occurs mainly from October to April, with the highest rainfall recorded between December and March. 4. Socioeconomic Impacts
The section chosen for the dam’s construction is located upstream from communities and agricultural production areas, enabling gravity-fed water supply. The construction of this infrastructure will boost agricultural activity, with a special focus on vegetable production, as well as contribute to meeting the domestic water needs of the adjacent population.

This component will benefit approximately 1500 people and irrigate about 15 hectares.

The main crops grown in the region under rain-fed conditions are maize, sorghum, and beans. Irrigated agriculture is practiced, but on a scale far below its existing potential.

5. The Project
The Project consists of the execution of works, comprising the following:

i) A dam: this is an infrastructure with a reinforced concrete waterproofing core, with a vertical upstream face, embedded 2.00 meters deep in the natural ground. The downstream face will also be vertical and will be supported by buttresses and steps of mortared stone, embedded on the horizontal slab, which constitutes the dissipation basin, duly treated and prepared for this purpose. The crest will extend for approximately 40.00 meters, with a maximum height of 4.00 meters, where a central rectangular spillway 16.00 meters long and 0.60 meters high will be incorporated. The spillway sill will be at a height of 3.40 meters.

ii) A water intake well: this is a structure approximately 4m deep and 2.3m in diameter, as can be seen in the drawings, to be built to allow the extraction of water stored in the reservoir. This structure includes not only the well but also the “kit” consisting of the submersible pump and the solar power system. The solar panels should be placed on top of the elevated tank tower. This will have pipes inside, the bottom one of which will be split to ensure water enters the bottom of the well. The well must be built in a location and at an elevation that allows it to be recharged by percolation of the water stored in the reservoir through the soil.

iii) An elevated deposit: this is a metal structure approximately 4m high, to be built to accommodate a 5000l tank on top, allowing the fountain and drinking troughs to be fed by gravity.

iv) Two fountains: this refers to a solid block masonry structure designed to provide convenient and safe access to water for people. The project includes the concrete and block masonry structure, plumbing fixtures from the elevated tank, and a 1m diameter drain to keep the area dry.

(v) A laundromat: this refers to a metal-framed shed, covered with sheet metal, equipped with six laundry tubs and a clothesline, as shown in the drawings.

vi) A drinking fountain: this refers to a rectangular, ground-level tank with two cells, measuring 10m in length and 1.6m in width, to be built to facilitate convenient and safe access to water for livestock.

6.Planned Activities
The planned interventions can be summarized in the following points:
i. Placement of the construction sign and dam identification sign;
ii. Earthmoving (levelling);
iii. Construction of the dam’s foundation;
iv. Construction of the waterproofing wall;
v. Construction of the energy dissipation basin slab;
vi. Construction of the side walls, which also serve as buttresses at the ends of the spillway.
vii. Construction of stepped energy dissipators;
viii. Construction of the bottom outlet for controlling discharge flows;
ix. Protection of the dam abutments;
x. Protection of the recollection channel using a medium-sized stone with a minimum dimension of 30 cm in a 60 cm bed;
xi. Cleaning the reservoir area;
xii. Perform general finishing work on the dam body;
xiii. Construction of the intake well;
xiv. Construction of the elevated storage tank;
xv. Construction of two fountains;
xvi. Laundry construction;
xvii. Construction of a drinking fountain.

6.1. Project Identification Plate
Before and after the project implementation, construction signs and an identification or
awareness sign measuring 1500mm x 1200mm should be installed, respectively, supported by a gantry with two galvanized posts measuring 76mm x 3m, containing the relevant inscriptions to be indicated by the project owner.

The sign should be placed within a maximum radius of 150 meters and in a clearly visible
location.

6.2 Earthmoving (levelling)
In order to ensure the embedment of the dam body, excavation of soil along its axis to the project depth must be carried out using mechanical or manual means. The bed of the excavated section must be properly compacted.

In the stilling basin area, the top layer of sand should be removed to a depth of 1m, followed by proper compaction.

Soil must be removed to a minimum depth of 1 meter for the construction of the water tower and drinking fountain foundations, followed by proper compaction. In order to construct the well, the ground must be excavated to the depth specified in the project.

NB: All uncompensated removed soil from landfills must be transported to a carefully selected disposal site within a 200m radius, to be approved by the inspection authorities.

6.3. Construction of the dam foundation and the stilling basin slab.
The dam foundation will consist of a vertical reinforced concrete curtain, approximately 2m deep from one end to the other and 50cm thick in uniform proportion, and a horizontal curtain (simmersion basin slab, made of mortared stone, rubble + mortar in a 1:4 volume ratio) supported on properly compacted ground. The concrete and steel to be used will be
B25 and A400 respectively. Due to the aggressive environmental conditions to which the reinforcement will be exposed underground, it must have a 10cm cover. Before the placement and tying of the reinforcing bars, a 10cm thick layer of lean concrete should be applied along the excavation bed.

If sound, uncracked rock is found at a depth of less than 2m, it should be requested approval from the inspection authorities for the new depth.

6.4 Construction of the Wall/Waterproofing
The waterproofing wall, consisting of a vertical curtain that prevents water from passing through it, with a uniform thickness of 50cm, should be constructed of reinforced concrete, using A400 steel and B25 concrete. This wall must be embedded at the abutments for a minimum length of 2.00 meters.

6.5 Construction of the buttresses
In addition to the horizontal slab, the dissipation basin will consist of a cascade formed by steps to be constructed with mortared stone (crushed stone + mortar in a volume ratio of 1:4).

6.6 Energy dissipation steps
Energy dissipation will be achieved through steps constructed immediately following the discharge structure. The steps will rest on the horizontal slab already described in section 6.3.

6.7 Protection of the recollection channel
In order to avoid erosion of the natural channel immediately downstream of the stilling basin, the recollection channel should be protected with a two-layer bed of medium-sized stone, 30 cm in size, with a total thickness of at least 60 cm, along a length of 15 meters.

6.8 Protection of joints
The joints will be protected by placing a layer of stone, covered with mortar in a 1:4 ratio, according to the project details.

6.9 Cleaning the reservoir area
During and after construction, the cleaning of the reservoir area should consist of dredging, digging up and removing garbage, debris, vegetation, shrubs and hedges that are deemed to interfere with the construction process.

6.10 General finishing touches on the dam
The overall finishing work on the dam will consist of (i) eliminating any cracks and defects,
(ii) treating the entire downstream and upstream face with cement paste, and (iii) cleaning the entire perimeter of the dam and its access roads.

6.11 Construction of the intake well
This includes the installation of porous concrete rings on a simple B15 concrete footing, in
an excavation to be carried out according to the project dimensions, and the installation of a gravel filter and hydraulic and electrical accessory kits as specified in the drawings.

6.12 Construction of the elevated tank
This includes the metal tower supported on reinforced concrete footings with A400 steel and B25 concrete, and the installation of the 5000l plastic tank, piping and fittings from the intake. The metal elements will be joined to form a monolithic unit through welded connections. All metal elements must benefit from an anti-corrosive paint finish in a color to be approved by the inspection. The dimensions of the various elements can be seen in the drawings.

6.13 Construction of two fountains
This includes the construction of a reinforced concrete ground floor slab using A400 steel and B15 concrete, and masonry walls made of solid blocks to be laid with mortar in a 1:5 volume ratio, and the installation of plumbing fixtures. It should also benefit from a 1:4 volume plaster finish on the exterior and painting with paint in a color to be approved by the inspection. Dimensions and other specifications are found in the drawings.

6.14 Laundry construction
This includes the construction of a metal-framed porch, with structural elements made of metal tubing, resting on a reinforced concrete foundation (A400 steel and B25 concrete), a B25 concrete floor, and an IBR sheet roof. It also includes the construction of two metal portals to support the clothesline.

6.15 Construction of a drinking fountain.
This includes the construction of a reinforced concrete ground floor slab using A400 steel and B15 concrete, and walls made of solid masonry blocks to be laid with mortar in a 1:5 volume ratio. It should also benefit from a 1:4 volume plaster finish on the exterior and interior, with the interior of the drinking trough to be finished with cement. Dimensions and specifications are found in the drawings.

7. Materials
i) Concrete
The production of concrete must respect the composition approved by the inspection. The concrete will be manufactured by a concrete mixer, and the placement process must be accompanied by vibration; the inspection will ensure that this task is carried out as required.

ii) Mortars
The mortars to be used in the work will consist of siliceous sand, normal Portland cement, water and possibly plasticizing or waterproofing additives. The manufacture of the mortars will preferably be done by mechanical means, although manual production on smooth wooden or metal platforms is permitted, in proportion to the project.

After manufacturing, mortars should be transported to the application sites using clean, nonabsorbent means of transport that do not cause segregation of the components. When circumstances permit, mortar transport may be carried out by gravity, compressed air, or pumping.

iii) Steel
The steel for the reinforced concrete will be round bars with the diameters indicated in the project and of class A400NR.
The steel must be of homogeneous texture, fine grain, non-brittle, and free from zinc plating, paint, tar, clay, oil, grease, loose rust and excessive scale, cement grout, or other materials that impair its adhesion to the concrete, scrupulously complying with the prescriptions of the
Reinforced and Prestressed Concrete Structures Regulation. When this is the case, the reinforcement bars must be vigorously brushed with a wire brush and inspected by the supervisory authority.
The tolerance of the reinforcing bars diameters must meet the specifications in standard NP-332, including ribbed steel bars where the tolerance will be measured between the nominal diameter and the effective diameter.
The profiles to be used will be made of Fe360 (S235) class steel, as specified in REAE and/or Eurocode 3, and must be supplied with a quality certificate.

8. Construction Duration
The construction is expected to last 120 days, starting from the date the contract is awarded and the corresponding work handover document is signed. The Contractor must submit a detailed schedule of the construction work, including its distinct phases.

8.1. Basic technical requirements for competitor qualification.

9. Expected Outcomes
A project with a perfect finish, free of any cracks or chips, and with the appearance of well prepared concrete.
With the implementation of this project, it is expected that the availability of water for irrigation of agricultural fields and watering of livestock will be guaranteed, thereby improving the lives of local populations.

This venture could boost small-scale production of fruits and vegetables for food and provide family income through the sale of some products.

It is expected that, after construction, the dam will fulfill its role of retaining water and contributing to the balance of climate variability.

This project is a collaborative effort where joint action on the ground will produce critical lessons from tried best practices that inform policy which strengthen business approaches, institutions, and rules around the sustainable use of land and water. MozWateR is being implemented collaboratively with the Northern Regional Water Administration (ARA-Norte), Central Regional Water Administration (ARA-Centro) and the National Directorate for Water Resources Management (DNGRH) as primary Implementing Partners (IPs) to combat several challenges in the national water sector.Description of goods and Services 1. Objectives Implementation of the construction project for the Zembe dam located in the Macate District, Manica Province. The works include the construction of the dam structure and auxiliary water utilization infrastructure. The construction of the dam has the following objectives: i. Improved threat management and disaster risk reduction; ii. Promote and reduce small-scale crop loss, especially of vegetables and legumes, during periods of drought; iii. Ensure the availability of water for domestic use; iv. Other social activities.2. Site overview The proposed location for the dam is situated in the Búzi River basin, specifically along the Mucessa River, at coordinates 19°16'25.70"S and 33°21'15.24"E, in the Zembe Administrative Post, Macate District, Manica Province.  From a geological point of view, rock outcrops are observed in the bed of the identified section, but not on the slopes.  Regarding the valley's morphology, it is a narrow and shallow section, with a maximum estimated depth of about 4 meters, suitable for dam construction. The valley is relatively closed in the area of the dam's axis and slightly more open upstream, a condition favorable to achieving a good water storage capacity.  From a hydrological point of view, it is noteworthy that the river has a constant flow throughout the year, associated with the presence of relatively dense vegetation on its banks and low levels of sedimentation. This fact indicates that the watercourse does not transport large quantities of sediment, thus contributing to the longevity of the reservoir and reducing the need for frequent maintenance interventions.  Regarding accessibility, the site is located less than 5 km from the headquarters of the Administrative Post, with viable access for vehicles, which facilitates the mobilization of resources during the construction phase.According to the classification of Wladimir Köppen, the climate covering the District and the locality in question is of the humid temperate type. With an average annual rainfall of approximately 1,501 mm according to data from the meteorological station of Espungabera and average annual reference evapotranspiration of around 1,170 mm; the rainy season occurs mainly from October to April, with the highest rainfall recorded between December and March. Statement of Requirements for the Zembe Dam Construction Project, February 23, 20264. Socioeconomic Impacts The section chosen for the dam's construction is located upstream from communities and agricultural production areas, enabling gravity-fed water supply. The construction of this infrastructure will boost agricultural activity, with a special focus on vegetable production, as well as contribute to meeting the domestic water needs of the adjacent population.This component will benefit approximately 1500 people and irrigate about 15 hectares.The main crops grown in the region under rain-fed conditions are maize, sorghum, and beans. Irrigated agriculture is practiced, but on a scale far below its existing potential.5. The Project The Project consists of the execution of works, comprising the following:i) A dam: this is an infrastructure with a reinforced concrete waterproofing core, with a vertical upstream face, embedded 2.00 meters deep in the natural ground. The downstream face will also be vertical and will be supported by buttresses and steps of mortared stone, embedded on the horizontal slab, which constitutes the dissipation basin, duly treated and prepared for this purpose. The crest will extend for approximately 40.00 meters, with a maximum height of 4.00 meters, where a central rectangular spillway 16.00 meters long and 0.60 meters high will be incorporated. The spillway sill will be at a height of 3.40 meters.ii) A water intake well: this is a structure approximately 4m deep and 2.3m in diameter, as can be seen in the drawings, to be built to allow the extraction of water stored in the reservoir. This structure includes not only the well but also the "kit" consisting of the submersible pump and the solar power system. The solar panels should be placed on top of the elevated tank tower. This will have pipes inside, the bottom one of which will be split to ensure water enters the bottom of the well. The well must be built in a location and at an elevation that allows it to be recharged by percolation of the water stored in the reservoir through the soil.iii) An elevated deposit: this is a metal structure approximately 4m high, to be built to accommodate a 5000l tank on top, allowing the fountain and drinking troughs to be fed by gravity.iv) Two fountains: this refers to a solid block masonry structure designed to provide convenient and safe access to water for people. The project includes the concrete and block masonry structure, plumbing fixtures from the elevated tank, and a 1m diameter drain to keep the area dry.(v) A laundromat: this refers to a metal-framed shed, covered with sheet metal, equipped with six laundry tubs and a clothesline, as shown in the drawings.vi) A drinking fountain: this refers to a rectangular, ground-level tank with two cells, measuring 10m in length and 1.6m in width, to be built to facilitate convenient and safe access to water for livestock.6.Planned Activities The planned interventions can be summarized in the following points: i. Placement of the construction sign and dam identification sign; ii. Earthmoving (levelling); iii. Construction of the dam's foundation; iv. Construction of the waterproofing wall; v. Construction of the energy dissipation basin slab; vi. Construction of the side walls, which also serve as buttresses at the ends of the spillway. vii. Construction of stepped energy dissipators; viii. Construction of the bottom outlet for controlling discharge flows; ix. Protection of the dam abutments; x. Protection of the recollection channel using a medium-sized stone with a minimum dimension of 30 cm in a 60 cm bed; xi. Cleaning the reservoir area; xii. Perform general finishing work on the dam body; xiii. Construction of the intake well; xiv. Construction of the elevated storage tank; xv. Construction of two fountains; xvi. Laundry construction; xvii. Construction of a drinking fountain.6.1. Project Identification Plate Before and after the project implementation, construction signs and an identification or awareness sign measuring 1500mm x 1200mm should be installed, respectively, supported by a gantry with two galvanized posts measuring 76mm x 3m, containing the relevant inscriptions to be indicated by the project owner.The sign should be placed within a maximum radius of 150 meters and in a clearly visible location.6.2 Earthmoving (levelling) In order to ensure the embedment of the dam body, excavation of soil along its axis to the project depth must be carried out using mechanical or manual means. The bed of the excavated section must be properly compacted.In the stilling basin area, the top layer of sand should be removed to a depth of 1m, followed by proper compaction.Soil must be removed to a minimum depth of 1 meter for the construction of the water tower and drinking fountain foundations, followed by proper compaction. In order to construct the well, the ground must be excavated to the depth specified in the project.NB: All uncompensated removed soil from landfills must be transported to a carefully selected disposal site within a 200m radius, to be approved by the inspection authorities.6.3. Construction of the dam foundation and the stilling basin slab. The dam foundation will consist of a vertical reinforced concrete curtain, approximately 2m deep from one end to the other and 50cm thick in uniform proportion, and a horizontal curtain (simmersion basin slab, made of mortared stone, rubble + mortar in a 1:4 volume ratio) supported on properly compacted ground. The concrete and steel to be used will be B25 and A400 respectively. Due to the aggressive environmental conditions to which the reinforcement will be exposed underground, it must have a 10cm cover. Before the placement and tying of the reinforcing bars, a 10cm thick layer of lean concrete should be applied along the excavation bed.If sound, uncracked rock is found at a depth of less than 2m, it should be requested approval from the inspection authorities for the new depth.6.4 Construction of the Wall/Waterproofing The waterproofing wall, consisting of a vertical curtain that prevents water from passing through it, with a uniform thickness of 50cm, should be constructed of reinforced concrete, using A400 steel and B25 concrete. This wall must be embedded at the abutments for a minimum length of 2.00 meters.6.5 Construction of the buttresses In addition to the horizontal slab, the dissipation basin will consist of a cascade formed by steps to be constructed with mortared stone (crushed stone + mortar in a volume ratio of 1:4).6.6 Energy dissipation steps Energy dissipation will be achieved through steps constructed immediately following the discharge structure. The steps will rest on the horizontal slab already described in section 6.3.6.7 Protection of the recollection channel In order to avoid erosion of the natural channel immediately downstream of the stilling basin, the recollection channel should be protected with a two-layer bed of medium-sized stone, 30 cm in size, with a total thickness of at least 60 cm, along a length of 15 meters.6.8 Protection of joints The joints will be protected by placing a layer of stone, covered with mortar in a 1:4 ratio, according to the project details.6.9 Cleaning the reservoir area During and after construction, the cleaning of the reservoir area should consist of dredging, digging up and removing garbage, debris, vegetation, shrubs and hedges that are deemed to interfere with the construction process.6.10 General finishing touches on the dam The overall finishing work on the dam will consist of (i) eliminating any cracks and defects, (ii) treating the entire downstream and upstream face with cement paste, and (iii) cleaning the entire perimeter of the dam and its access roads.6.11 Construction of the intake well This includes the installation of porous concrete rings on a simple B15 concrete footing, in an excavation to be carried out according to the project dimensions, and the installation of a gravel filter and hydraulic and electrical accessory kits as specified in the drawings.6.12 Construction of the elevated tank This includes the metal tower supported on reinforced concrete footings with A400 steel and B25 concrete, and the installation of the 5000l plastic tank, piping and fittings from the intake. The metal elements will be joined to form a monolithic unit through welded connections. All metal elements must benefit from an anti-corrosive paint finish in a color to be approved by the inspection. The dimensions of the various elements can be seen in the drawings.6.13 Construction of two fountains This includes the construction of a reinforced concrete ground floor slab using A400 steel and B15 concrete, and masonry walls made of solid blocks to be laid with mortar in a 1:5 volume ratio, and the installation of plumbing fixtures. It should also benefit from a 1:4 volume plaster finish on the exterior and painting with paint in a color to be approved by the inspection. Dimensions and other specifications are found in the drawings.6.14 Laundry construction This includes the construction of a metal-framed porch, with structural elements made of metal tubing, resting on a reinforced concrete foundation (A400 steel and B25 concrete), a B25 concrete floor, and an IBR sheet roof. It also includes the construction of two metal portals to support the clothesline.6.15 Construction of a drinking fountain. This includes the construction of a reinforced concrete ground floor slab using A400 steel and B15 concrete, and walls made of solid masonry blocks to be laid with mortar in a 1:5 volume ratio. It should also benefit from a 1:4 volume plaster finish on the exterior and interior, with the interior of the drinking trough to be finished with cement. Dimensions and specifications are found in the drawings.7. Materials i) Concrete The production of concrete must respect the composition approved by the inspection. The concrete will be manufactured by a concrete mixer, and the placement process must be accompanied by vibration; the inspection will ensure that this task is carried out as required.ii) Mortars The mortars to be used in the work will consist of siliceous sand, normal Portland cement, water and possibly plasticizing or waterproofing additives. The manufacture of the mortars will preferably be done by mechanical means, although manual production on smooth wooden or metal platforms is permitted, in proportion to the project.After manufacturing, mortars should be transported to the application sites using clean, nonabsorbent means of transport that do not cause segregation of the components. When circumstances permit, mortar transport may be carried out by gravity, compressed air, or pumping.iii) Steel The steel for the reinforced concrete will be round bars with the diameters indicated in the project and of class A400NR. The steel must be of homogeneous texture, fine grain, non-brittle, and free from zinc plating, paint, tar, clay, oil, grease, loose rust and excessive scale, cement grout, or other materials that impair its adhesion to the concrete, scrupulously complying with the prescriptions of the Reinforced and Prestressed Concrete Structures Regulation. When this is the case, the reinforcement bars must be vigorously brushed with a wire brush and inspected by the supervisory authority. The tolerance of the reinforcing bars diameters must meet the specifications in standard NP-332, including ribbed steel bars where the tolerance will be measured between the nominal diameter and the effective diameter. The profiles to be used will be made of Fe360 (S235) class steel, as specified in REAE and/or Eurocode 3, and must be supplied with a quality certificate.8. Construction Duration The construction is expected to last 120 days, starting from the date the contract is awarded and the corresponding work handover document is signed. The Contractor must submit a detailed schedule of the construction work, including its distinct phases.8.1.
