About GROOTS Kenya
GROOTS Kenya is a national movement of grassroots, women-led, community-based organizations and self-help groups in Kenya. We were founded in 1995, after the fourth UN Conference on Women in Beijing, China. We aim to address the lack of visibility of grassroots women in development processes and decision-making forums that affect them and their communities. We operate using a unique model, the “champions’ model”, which involves a grassroots, community-led development process: Grassroots women-led organizations, and groups take charge of their development by defining the problem, conceptualizing the solutions, designing and implementing interventions, and tracking change. We understand that no one can truly understand the needs of grassroots women better than they can. In this bottom-up model, an intentional effort is made to promote women’s voices and their personal and collective agency. The champions’ model challenges institutions and structures that disempower grassroots communities as agents of change.
Objective of the assignment
The main objective is to develop a comprehensive Motor vehicle management policy & procedures to provide guidance in terms of the use, control, insurance, maintenance, provision among others for GROOTS Kenya owned and controlled vehicles. The manual will apply to the existing and new motor vehicles.
Scope of work
- Conduct a preliminary assessment of the organization Motor vehicles in place.
- Review any existing asset management procedures and practices.
- Develop a Motor vehicle management policy & procedures through a participatory process
- Ensure the policy & procedures are aligned with the best practices, organization’s strategic goals and comply with legal requirements.
Applicant’s Eligibility Criteria
- The lead consultant(s) must have at least a degree in a relevant field.
- Proven experience in developing, reviewing and setting up operational procedures and manuals.
- Demonstrated experience with Motor vehicle management policy & procedures development.
- Demonstrated understanding of the technical aspects of vehicle safety protocols as well as Kenya’s motor vehicle laws, safety standards, or traffic regulations.
- Experience working with not-for-profit organizations preferably multi-donor funded organizations.
Guidelines for call submission
- A technical proposal outlining the approach and methodology for the consultancy including a work plan with the exact dates and days required to carry out the activities.
- A financial proposal detailing the costs associated with the consultancy.
- CVs of the lead consultant and any other key team members.
- References from at least two similar not-for-profit clients.
