  1. Background:

The Refugee Consortium of Kenya (RCK) is a national non-governmental organization founded in 1998 in Kenya with a mission to protect and promote the wellbeing, voice and dignity of the displaced and host populations. The organization operates under five strategic pillars including the legal aid and governance; peace and social justice; women and girls’ empowerment; mental health and psychosocial support; and organizational development.

RCK, with funding support from GIZ has been implementing projects aimed at enhancing peaceful coexistence between IDPs, refugees and host communities in Majani Mingi, Canyon farm, Banita, Gicagi, Lomolo A and B in Rongai subcounty-Nakuru . The interventions have been around conflict prevention and resolution strategies and mechanisms. Among the most notable conflict drivers are associated with land hence the need for a consultant to develop public participation toolkit on land conflict and conduct study on land conflict in Rongai.

Based on RCK/GIZ CPS peace building initiatives outcome, the study should help in reducing risk of conflict escalation through improved understanding of rights and policies therefore, enhancing peaceful coexistence between IDPs, refugees and host communities in Nakuru County through conflict prevention and resolution strategies and mechanisms

2. Purpose and objective(s) of the consultancy:

2.1 Purpose

The key purpose of this consultant is to conduct a study on land conflict at Rongai-Nakuru County.

2.2 Specific Objectives

The TOR highlights some of the key aspects to be addressed by the selected consultantconsultancy firm as captured below. However, the selected consultancy firm is at liberty to provide further guidance on additional activities that might be required for an ideal study of land conflict.

  1. Conduct study on land conflict in Rongai area within Nakuru County –
  2. Develop a public participation toolkit on land conflict
  3. Validation workshop with select study participants and other relevant stakeholders

    3. Expected Outputs:

  • Public participation toolkit
  • Study report.
  • ·Capacity assessment report, recommendations and proposed next steps

4. Methodology:

The consultant will be expected to propose a methodology to be applied in conducting the assignment in close collaboration with RCK and GIZ CPS staffs.

5. Ethics:

If primary data collection with human subjects is proposed, please outline the process you will put in place to ensure this is collected in an ethical manner.

6. Key deliverables of consultant(s) and timeframe (20days):

The timeframe provided for the deliverables allows for quality assurance by the RCK. It is important to note that the timeframe is more of a guideline and, therefore, reasonable flexibility of the consultancy firm will be allowed.

Deliverables

1. Inception report: Study consultancy-staff interviews, data collection, data analysis, report writing and final report Deadline21st Oct 2024

2. Validation workshop, recommendations and proposed next steps Deadline:19th -27th Nov 2024

3. Radio session on land rights with community radio to create awareness on land rights and policies. Deadline: 28th Nov 2024

7. Timeline:

The timeline for the study is between 21st Oct, 2024 and 28th Nov, 2024 to understand land related conflict, develop public participation toolkit and study report to enhanced peaceful coexistence in the community.

8. Other provisions:

8.1 Budget

The budget shall be discussed with the selected candidate.

8.2 Terms and Conditions

This work will be undertaken by an external consultancy firm. Proposals should include and adhere to the time frame set to complete the work and at a costed rate.

Interested applicants who meet the required profile are invited to present an expression of interest by submitting both technical (in docx format) and financial proposals (in excel format) separately with the subject clearly marked “RCK land conflict Consultancy” on or before 14th Oct , 2024, via email to [email protected].

All applications must have the following:

1. Relevant experience (maximum 3 pages): The experience the consultancy firm has in supporting organizations in study land conflict, developing toolkits and advocacy work. Please provide 3 examples of similar assignments carried out by the company: client name, contacts, contract value, assignment and services provided. Additionally, include CVs of lead consultant and other participating consultant(s) with details of qualifications and experience in this and/or similar assignments;

2. Technical proposal: Summarizing the understanding of the TOR (written submission); a proposed methodology for carrying out the assignment; work-plan clearly indicating the activity schedule1; and a risk analysis and mitigation strategy; and

3. Financial proposal: providing cost estimates (costs per activity line, staff, and any logistics etc.) and technical consultancy fees. This should be presented in a PASSWORD protected EXCEL with formulas and an accompanying budget narrative that describes the main cost categories (maximum 2 pages).
