Consultancy Title: Technical Support for Co-creation workshop and Proposal Development for a new Programme in Uganda
Reports to: War Child Canada (WCC) Uganda Country Director, with support from WCC Headquarters International Programs Team.
Background: War Child Canada is an international charity organization registered in Canada, dedicated to helping children and their communities overcome the devastating effects of conflict. Its vision is “accelerating peace by disrupting the cycle of violence” and its mission is “driving generational change for the hardest hit by investing in the power of local communities.”
Since being founded in 1999, War Child Canada has worked in 20 countries, and is currently operational in Afghanistan, Yemen, Sudan, South Sudan, Democratic Republic of Congo, and Uganda.Since 2022, War Child Canada, in partnership with a consortium of Ugandan organizations, has implemented a program: From Secondary Education and Skills Development to Job Opportunities for Refugee and Host Community Youth in Uganda. The programme supports refugee and host-community youth to access secondary education, skills development, and pathways to employment and entrepreneurship.
Building on the experience and learning generated through this Programme, WCC and its partners are exploring the development of a potential follow-on Programme intended to strengthen and expand education-to-work pathways for refugee and host-community youth, particularly young women and youth with disabilities.
WCC is seeking an experienced consultant to facilitate a collaborative Programme-design process and support the development of a coherent, evidence-based proposal. More detailed Programme information will be provided to the selected consultant, subject to appropriate confidentiality requirements.
Scope of Responsibilities: The consultant will lead and facilitate the follow-on program proposal development and co-creation process, working closely with WCC, consortium partners, and other relevant stakeholders. The assignment will build on the Concept Note and lessons from implementation to further develop, validate, and articulate the proposed program design.
The specific objectives of the consultancy are to:
- Plan and facilitate a participatory co-creation process involving WCC, consortium partners, and other relevant stakeholders.
- Consolidate the outcomes of the co-creation process into a coherent Programme design, including the Theory of Change, implementation approach, and intended results.
- Lead the drafting and refinement of a high-quality Programme proposal, incorporating consolidated feedback from WCC and relevant stakeholders.
The consultant will work closely with WCC’s Programme and Finance teams to ensure coherence between technical design, implementation approach, results, and financial framework. WCC will retain responsibility for budget development, financial modelling, and partner negotiations.
Deliverables:
- Inception report and workplan;
- Preparation and facilitation of a Programme co-creation workshop;
- Documentation and consolidation of the agreed Programme design;
- Theory of Change and associated Programme framework; and
- Draft and final Programme proposal
Indicative Workplan:
The consultancy is expected to be undertaken between 1 October and 15 December 2026, with an anticipated level of effort of up to 60 person-days. Applicants should propose a detailed workplan and allocation of time within their technical proposal.
The assignment is expected to include the following indicative phases:
- Inception and preparation: Review relevant documentation, confirm the methodology and workplan, and prepare for the co-creation process.
- Co-creation: Plan and facilitate a participatory co-creation workshop and document the principal outcomes and agreed actions.
- Programme-design consolidation: Consolidate the outcomes of the co-creation process into a coherent Theory of Change and associated programme framework.
- Proposal development: Prepare and revise the programme proposal in consultation with WCC and relevant partners.
- Finalization: Incorporate consolidated feedback and submit the agreed final proposal and associated deliverables.
The sequence and timing of activities may be refined during the inception phase in consultation with WCC.
Consultant Profile: The ideal consultant (or firm) will bring the following qualifications and experience:
Required Qualifications and Experience
- Master’s degree in education, business administration, economics, international development, workforce development, or another relevant field.
- At least 10 + years of relevant experience designing large-scale, multi-partner programs and developing high-quality proposals for institutional donors or foundations.
- Demonstrated experience leading participatory program-design and multi-stakeholder co-creation processes, including facilitating workshops with diverse government, civil-society, private-sector, academic, and community-based stakeholders.
- Demonstrated ability to translate co-creation processes and multiple technical contributions into coherent program frameworks and compelling, evidence-based proposals.
- Strong experience developing theories of change and applying systems-thinking approaches to program design.
- Excellent analytical, synthesis, facilitation, and English-language writing skills.
- Strong understanding of Uganda’s refugee and host-community context and of education-to-work programming for young people, including education, skills development, livelihoods, employment, entrepreneurship, and market-systems approaches.
The following would be considered strong assets:
- Previous experience developing programs or proposals for the Mastercard Foundation, particularly under its Young Africa Works strategy.
- Experience designing or advising on large-scale youth education, employment, livelihoods, or financial-inclusion programs.
- Knowledge of digital learning, EdTech, and technology-enabled program-management approaches.
- Understanding of humanitarian-development-peace nexus approaches and their application in refugee-hosting contexts.
Location of Assignment:
The consultancy will be undertaken primarily remotely. However, the consultant will be required to be physically present in Kampala, Uganda, for the co-creation workshop and field validation where needed.
All travel and logistical costs associated with attending the co-creation workshop in Kampala, including transportation, accommodation, and other applicable expenses, should be included in the consultant’s financial proposal.
