Overview:

IBTCI is seeking an experienced and motivated consultant to assist in information capture for an upcoming proposal for the anticipated USAID/BHA Central Africa Regional Third Party Monitoring (CART TPM) opportunity in the Democratic Republic of the Congo, Republic of Congo, and Central African Republic.

Responsibilities

Scope of Work:

  • Conduct and support market intelligence gathering on incumbent project and possible competitors.
  • Organize and facilitate meetings in Kinshasa as requested.
  • Participate in teaming strategies and proposal development.
  • Support identification of qualified local personnel and firms to be possibly included in the final project staffing and partnership.
  • Support intelligence gathering on USAID/DRC, ROC and CAR, including providing contacts at the mission.
  • Other duties as assigned.

Qualifications

Minimum Requirements:

  • A minimum of 5-7 years of experience as on capture and technical proposals, including experience with USAID proposals.
  • Knowledge of the USAID/DRC, ROC and CAR missions and the USAID/BHA bureau, its priorities in the three countries, and personnel.
  • Excellent verbal and written communication skills.
  • Demonstrated ability to meet deadlines.
  • Basic knowledge of third-party monitoring practices, especially in the USG environment.
  • A minimum 5 years of regional work experience.

Education: A minimum of Bachelor’s degree in relevant topical area required. Advanced degree preferred.

Preferred Knowledge, Skills and Abilities:

  • Knowledge of research capabilities of providers in DRC, ROC and CAR highly desired.
  • Familiarity with USAID/BHA priorities in the three target countries desired.

Supervisory Responsibilities: This position does not have supervisory responsibilities.

Travel: International travel may be required and may include travel to fragile or conflict prone zones.
