Services required from International Medical Corps to support assignment

International Medical Corps will provide the project proposal for the Consultant to refer to, e.g. on services and indicators that IMC is committed to.

Consultancy fees is all inclusive and the Consultant is expected to sort out their travels, accommodation, food, health and security.

1. BACKGROUND TO THE ASSIGNMENT:

With the support of KSRelief, International Medical Corps UK (IMC-UK) is undertaking establishment of Renal dialysis unit at Garowe General Hospital, the proposed activities include rehabilitation, construction, equipping, and provision of renal dialysis services at the Hospital. The project’s immediate outcome is to enable the Somali Health Authorities in the targeted region to reach 17% of the population in need of dialysis services by strengthening the country’s public health centres to deliver safe, affordable, accessible, and effective dialysis services. The project will expand IMC’s coverage in Puntland state in line with its strategic interest and objective of providing specialised care in Somalia.

2. PURPOSE OF THE ASSIGNMENT:

The Consultant Laboratory Technologist for the Renal Dialysis Unit will be responsible for establishing a fully functional laboratory and training local staff on dialysis-related laboratory procedures. The consultant will ensure that the laboratory meets quality standards, operates efficiently, and aligns with best practices in renal diagnostics. His/her role also involves developing standard operating procedures, ensuring compliance with healthcare regulations, and providing expert guidance on laboratory operations to enhance patient safety and treatment outcomes. As consultant he/she is to share consultancy report.

3. SCOPE OF THE ASSIGNMENT:

Key Responsibilities:

1. Laboratory Setup & Infrastructure Development:

  • Assess facility needs and design the layout for an efficient laboratory space.
  • Oversee the procurement and installation of necessary laboratory equipment and supplies.
  • Develop standard operating procedures (SOPs) for renal function testing and dialysis-related diagnostics.
  • Ensure compliance with local and international laboratory standards and regulations.

2. Training & Capacity Building:

  • Provide hands-on training for local laboratory staff on renal diagnostic procedures.
  • Develop training materials and conduct workshops on laboratory best practices.
  • Mentor staff in quality assurance, safety protocols, and efficient laboratory workflow.
  • Implement a sustainable knowledge transfer program to ensure long-term competency.

3. Quality Assurance & Compliance:

  • Establish quality control measures for laboratory testing accuracy and reliability.
  • Ensure safety and infection control procedures are in place and followed.
  • Set up a monitoring and evaluation framework for ongoing laboratory performance assessment.

4. Technical Support & Consultancy:

  • Guide the selection of appropriate reagents, consumables, and laboratory supplies.
  • Provide expertise on renal function testing, including blood urea nitrogen (BUN), creatinine, electrolytes, and other essential tests.
  • Assist in integrating laboratory services with the dialysis unit for seamless patient care.
  • Ensure proper calibration, functionality, and troubleshooting of laboratory instruments.
  • Monitor inventory levels of reagents and supplies, ensuring availability and proper storage.

5. Consultancy report:

  • Share consultancy report at the end of the assignment.

4. DELIVERABLES DESCRIPTION:

  6. Inform on how facility staff can ensure compliance with local and international laboratory standards and regulations.
  7. Develop training materials and conduct workshops on laboratory best practices.
  8. Mentor staff in quality assurance, safety protocols, and efficient laboratory workflow.
  9. Develop quality control measures for laboratory testing, accuracy and reliability.
  10. Develop guideline for safety and infection control procedures.
  11. Set up a monitoring and evaluation framework for ongoing laboratory performance assessment.

DUE DATE(S): 18th to 31st May 2025.

4.1. IMPLEMENTATION OF THE ASSIGNMENT DELIVERABLES.

The deliverables will be implemented by the Consultant in line with the scope of the assignments and deliverables. This will be done in Garowe at Garowe General Hospital.

The Consultant will provide technical support to the unit staff, management and other relevant stake holders and share his/her report by the end of consultancy period.

The tasks will be done during consultancy period in May 2025. This will be done through provision of services by attending to the patients, classroom and on the job training for the unit staff and engagement of management and supervisors on cross cutting tasks like reporting, stock management and patients follow up and educations.

5.TRANSFER OF SKILLS (IF ANY)

The consultant will transfer his/her skills to local unit staff through training who will continue provision of services with gained skills and knowledge post the Consultant’s departure. Facility management team and supervisors will also do follow up training, assessment and supervision to ensure skills are maintained and services provided. The consultant will do a pre and post-test assessment during training to gauge how much knowledge is gained as well as do an oral assessment during on-the-job training to assess skills gained.

Requirements:

Qualifications

  • Bachelor’s degree in medical laboratory science, Clinical Pathology, Biochemistry, or a related field.
  • Master’s degree in laboratory science is an added advantage.

Experience

  • Minimum of 10 years in clinical laboratory setup and renal diagnostics.
  • A valid laboratory professional certification from a recognized university.
  • License: Valid laboratory professional practice licence from a recognized body.

Competency

  • Strong experience in setting up laboratory facilities.
  • Expertise in dialysis-related laboratory procedures.
  • Effective training and mentorship capabilities.
  • Knowledge of laboratory compliance and accreditation standards.
  • Strong communication and problem-solving skills.

Language(s)

  • English is required.
  • Somali is an added advantage.
