Background:

Mercy Corps is working on scaling-up its presence for mid and long-term programming for Libyans, including those who have been internally displaced as well as returnees. It is imperative that Mercy Corps present itself as a key and reliable partner with various donors, INGOs, government authorities and civil society actors, to be part of the process of positive change. Mercy Corps, with its global experience in working in countries undergoing major transitions, will be a key contributor in the process, bringing knowledge, expertise and strong management skills to position the agency as a partner of choice for progressive change in Libya, as well as in response to vulnerable populations in Libya.

Libya is currently in the midst of a major humanitarian crisis impacting the entire country as well as a number of the neighboring countries. The main thrust of the work of Mercy Corps along with its national and international partners for the foreseeable future is to focus on meeting the urgent war-related humanitarian needs across the country. The heightened insecurity and continuous acts of violence make the humanitarian response not only more challenging, but increasingly complicated. We believe that a natural synergy exists between our response to the needs of Libyan internally displaced and those made vulnerable as a result of the conflict within Libya, and responding to the needs of those forced to flee and now living in displacement in Libyan cities. Mercy Corps will continue to work closely with the Libyan authorities and organizations and with our international partners to ensure an effective humanitarian response.

Purpose / Project Description:

Mercy Corps has developed a Crisis Analytics function to support our programming in the most complex contexts, including Syria, Libya, Democratic Republic of Congo and others. The Libya Analysis Team supports Mercy Corps as well as the wider aid response throughout the country through the provision of quality, timely and relevant analytical products. The analysis team develops these outputs through primary and secondary collection of qualitative and quantitative data. The team looks at social, political, economic and security issues, including underlying factors that trigger conflict and displacement such as governance and service provision, the war economy, past displacement patterns, local, regional and international politics, social identity and intercommunal relationships in Libya. The Libya analysis team also serves as a real-time information hub; assesses programmatic, partner, and operational risk; identifies and maps stakeholders; and works with internal partners to better enable data-driven decision making. Written analysis products range from daily updates during high-intensity periods, to regular monthly Whole-of-Libya summaries, to in-depth thematic reports and scenario planning.

Consultant Objectives:

  • Set up mapping system for Libya Analysis Team
  • Build templates and style books for the mapping process
  • Create charts and infographics to support the publications produced by the team
  • Recreate the team’s current mapping systems in one style guide, on adobe illustrator
  • Provide support on Adobe In Design for final publications.

Consultant Activities:

You will work in a dynamic team with individuals passionate about supporting the overall aid response in Libya. The Libya analysis team is principally located in Tunis, Tunisia. Members of Mercy Corps’ global Crisis Analytics team are also based in the UK offices. Mercy Corps is looking for a graphic designer to take responsibility for mapping and graphic design processes for the Libya analysis team products, and ensure high quality maps and designs meet the standards of the publications. The consultant will ensure that the material is of the highest quality and is delivered on schedule and to specification. The consultant will work directly with the program manager and analyst to agree on deliverables.

Working in collaboration with the program manager, you will support the implementation of best practices, workflows, tools and templates to maximise the efficiency and effectiveness of the publishing process. You will ensure that the products are delivered in consistent style and with a common ‘voice’. You will develop an understanding of our audience’s needs to support them being met. As graphic designer you will be responsible for structural edits and proofing of the team’s external written products.

Consultant Deliverables:

The Consultant will:

  • Produce maps for Situation reporting, Monthly and thematic reports
  • Produce infographics based on data provided by the Libya analysis team
  • Attend team meeting and suggest illustration ideas for subjects discussed

Required Experience & Skills

  • 5-10 years of experience in graphic design
  • Experience with conflict mapping is preferred
  • Strong competence using Adobe Illustrator and Photoshop
  • English language is required
  • Written English is required
  • Arabic is preferred
  • Creative thinking is important for this position

Timeframe / Schedule:

Starting June 15, 2020 until March 31, 2021.
