Background

Joint Aid Management International (JAM) is an African-founded and headquartered, Christian international humanitarian relief and development organisation currently operating in Angola, Mozambique, Rwanda, South Africa, South Sudan, Uganda and Sierra Leone.

Objective , Purpose and Expected outputs/ deliverables

Purpose

To come up with a system that will help JAM design sustainable humanitarian and development programmes, monitor progress of implementation and programme/ country performance and to effectively measure impact. JAM requires an effective user friendly, adaptable system that will facilitate the generation of reliable monitoring data to assist in reporting at programme and country levels as well as facilitate mid and end term evaluations. The system will clearly indicate what is to be monitored, who will monitor and how it will be monitored.

Overall Objective

The overall objective of this assignment is to develop a robust Design, Monitoring and Evaluation (DME) system for JAM.

Deliverables/ Expected outputs

  1. DM&E System per programme/sector/ country (Education, Nutrition, Water and Sanitation and Hygiene (WASH), Agricultural Development, Food Security and Livelihoods and Emergency Preparedness and Response)
  2. An inception report detailing the assessment/ analysis of the current monitoring mechanisms and identified gaps in each country programme and per each sector. The consultant will be expected to hold virtual discussions with Vice President of Programmes and individual Country Directors during this assessment
  3. The proposed systems must include the updating/ development of a results based framework for each of the JAM’s programmes/ sectors
  4. An interim report detailing the progress midway through the assignment
  5. The consultant must hold a one day dissemination /validation workshop for the presentation and review of the proposed DME system to be attended by senior management and country directors and programme managers

Qualifications and experience

The interested consultant/s must possess the following qualifications and experience:

● A postgraduate degree development studies, or a related field

● At least ten (10) years proven experience in design, monitoring and evaluation systems for international NGOs in developing countries, including IT based monitoring and evaluation systems

● Sound knowledge and understanding of humanitarian and development issues in developing countries

● Proven excellent written and oral skills;

● Highly developed English language skills is a requirement;

Duration of the assignment

It is envisioned that this consultancy will be no longer than 30 calendar days.
