Seeking Consultant to Design National Reading Program (NRP) Universal Design for Learning (UDL) Literacy Toolkit 

Malawi’s National Reading Program’s (NRP) Reading for All Malawi (REFAM) in partnership with the Malawian Ministry of Education’s (MoEST) Department of Special Needs Education (DNSE) is seeking a consultant with a background in Universal Design for Learning (UDL) and Early Grade Reading Programming to develop a Literacy Toolkit for Special Needs Education (SNE) teachers.  The consultant REFAM is seeking will have a Master’s degree and 15 years of professional experience designing teaching and learning materials.

1. The consultant will have experience designing and leading:

●   Education programs targeting people with disabilities;

●   National scale teacher education initiatives focusing on literacy and primary school age learners in an African context;

●   Primary school teacher training efforts in low resource settings where teachers learn to develop locally made teaching/learning materials that align with the national curriculum;

●   Teacher coaching for literacy development at the primary school level;

●   Parent engagement and support efforts for literacy development aimed at early readers living in low resource settings.

2.  The consultant will be able to apply Universal Design for Learning (UDL) and Disabilities Inclusive Education principles to the design of the National Reading Program’s (NRP) UDL Literacy Toolkit modules.

3. The consultant will design modules and facilitator guides targeted to DSNE and REFAM staff, where competencies are clearly outlined, as well as core instructional content developed, built in self-assessments, reflection and discussion questions that teachers must answer at the culmination of each module.  The consultant would need to recommend completion requirements for each module, and design rubrics for use by teachers and facilitators to use.

4.  The consultant will demonstrate a proven track record of education materials development and successful local capacity building with teachers, ministries of education, disability focused local organizations, and/or entities such as teacher colleges.
