Background
COSACA is a consortium of three International NGOs (Oxfam, Save the Children & CARE) working in Mozambique. These agencies have been working together since 2009 in emergency preparedness and response to natural disasters. COSACA was created to leverage the specific technical skills and geographical reach of each agency and to support effective coordination of humanitarian response and preparedness activities amongst these agencies. This has enhanced member capacity to respond within 72 hours of the onset of a disaster. The COSACA partners collaborate on activities including partner training, research and context analysis, development projects and coordination of emergency response activities. All Humanitarian activities, undertaken by any or all of the partners is done so through the COSACA Consortium, which in turn is managed by the Coordination Unit (CU) In March, Cyclone Idai made landfall, being one of the largest cyclones ever recorded in Mozambique. It was quickly followed by Cyclone Kenneth, which was even stronger and impacted an area in Northern Mozambique with no experience of cyclones, and in the midst of an armed conflict. These cyclone and flood disasters unfolded against a backdrop of an ongoing drought across many parts of the country. As of August 2019, these multiple and successive shocks had left 2.5 million people in urgent need of humanitarian assistance. As of the end of 2019, the COSACA response to Cyclones Idai (Sofala) & Kenneth (Cabo Delgado) have reached over 1 million people. The response is expected to continue throughout 2020.
Scope of work
COSACA Consortium intends to hire a consultancy to develop a new COSACA strategy for Cabo Delgado, where all 3 COSACA agencies remain operational. Given the ongoing and evolving humanitarian needs in Cabo Delgado, COSACA members are planning to maintain their presence in a consolidated operational framework.
Methodology
It is expected that the consultant describes and justifies an appropriate methodology and methods to engage relevant stakeholders in their technical proposal. COSACA encourages employment of participatory approaches. The review design, methodology and methods for data collection and analysis are expected to be fully presented in the inception report. Nevertheless, the methodology should include among the following aspects: (i) Interviews with key staff of the three member agencies; (ii) Interviews with COSACA Coordination Unit team; (iii) Meetings with government institutions; and (iv) Interviews with other humanitarian INGOs.
Deliverables
The consultant shall submit the following deliverable to COSACA/Oxfam:
- Inception Report, that highlights essential elements that will be featured in the COSACA Strategy;
- Draft version of a COSACA Strategy;
- Final version of the strategy following a process of consultation and approval by COSACAC Board of Directors.
Activities and Timeframe (sample)
The review shall be performed for a period of 15 days (estimated). The report should be written in English. The review should commence by no later than February 25th, 2020 and be completed by March 31st 2020 as detailed below:

- Introduction to the consultant
- Presentation of COSACA and the necessary working documents
- Discussion and description of the methodology, design, methods
24 February 2020
- Presentation of the work plan and tools for information collection
25 February to 15 March 2020
- Information collection, interviews, etc. (incl. travel to Pemba for consultation with staff, etc.)
- Data analysis
- Draft strategy and presentation to COSACA

Completion and delivery of the review (after incorporating the return given by COSACA) in English

Consultant Profile
- PhD level or Master degree in a relevant area of Social Sciences
- More than 10 years of proven experience in similar assignments
- Familiarity with Humanitarian programming
- Familiarity with the Human Rights Based Approach (HRBA)
- Experience working with Results Based Management (RBM)
- Experience and proven evidence of developing strategies
- Proficiency in English
COSACA Role and Responsibilities
- Focal persons from Oxfam, Save the Children and CARE will provide all necessary and relevant documents for documentary analysis
- COSACA members agencies will be available to interact with the consultant in alignment with the timeline proposed and approved
- COSACA Review Focal persons will provide the necessary feedback on draft strategy, approving methodologies, tools and the content of the report
- COSACA Consortium will approve the Strategy
- Oxfam/COSACA will cover: arrange and pay in-country travel and per-diem in Mozambique and cover the cost of international flights
Consultant Role and Responsibilities
- The consultants will be responsible for the financial part of the administrative and logistical
- issues throughout the evaluation, but as needed Oxfam/COSACA will cover: arrange and pay
- in-country travel in Mozambique directly and cover the cost of international flights
- The consultant is responsible for the delivery of the review, including
- Draw assessment tools
- Outline proposed methodology and lines of inquiry
- Ensure quality of the review process
- Share the draft report, in English, for the return of COSACA, prior to submission of results
- Present the results incorporating the feedback provided by COSACA
- Develop and present the final report after COSACA’s return
- Provide all the raw data to COSACA as per data sharing agreement
- Maximum pages for the strategy (20 pages), without attachments
