Global Rights is a foremost human rights and governance capacity-building non-governmental organization (NGO). The organization works at the intersection of the protection, promotion and fulfilment of human rights through good governance. We provide technical assistance and training to enable local partners document and expose human rights abuses, conduct community outreach and mobilization, advocate for legal and policy reform, and provide legal and paralegal services.

Background

Global Rights, with the support of the European Union, is implementing a project to strengthen Nigeria’s civic space. This project seeks to create platforms for multi-stakeholder engagements and improve the operational and regulatory environment for Civil Society Organizations (CSOs) through capacity building and strategic partnerships at the subnational level.

The project addresses challenges including repressive regulatory frameworks, low awareness of compliance requirements, and the exclusion of subnational CSOs from donor opportunities due to unclear legal statuses ranging from the Companies and Allied Matters Act (2020) to the 1999 Nigerian Constitution. Central to achieving the project’s aims is fostering a Community of Practice on civic space strengthening to carry out sub-national advocacy, building the capacity of sub-national CSOs on regulatory compliance, and engaging stakeholders at all levels to improve Nigeria’s civil society operational environment through appropriate legislation and regulation. The three-year project which is being implemented in 7 states across the Country: Oyo, Ogun, Osun, Anambra, Ebonyi, Cross River and Akwa Ibom, began in February 2023.

Global Rights therefore seeks to engage a consultant to conduct a midterm progress assessment of the project.

Objectives

  1. Assess the project’s performance and progress towards achieving its stated goals and objectives.
  2. Evaluate the effectiveness of the project’s strategies and interventions in addressing identified challenges.
  3. Identify challenges and opportunities for improving project implementation.
  4. Provide actionable recommendations to enhance project outcomes.

Scope of Work

The consultant will:

  1. Project Evaluation:
    • Assess the effectiveness of the Platform in fostering a community of practice and building capacity among CSOs.
    • Evaluate the success of legislative and administrative engagement strategies in creating enabling environments for CSOs.
    • Review progress on state-level mapping and the ranking dashboard.
  2. Data Collection:
    • Conduct target inquiries to gauge the project implementation in the target states (Ebonyi, Anambra, Cross River, Ogun, Oyo, Osun, and Akwa Ibom).
    • Gather quantitative and qualitative data on project outcomes, including stakeholder interviews and focus group discussions.
  3. Stakeholder Engagement:
    • Engage key stakeholders such as CSOs, legislators, regulators, and community leaders to gather insights on project achievements and challenges.
  4. Data Analysis:
    • Analyze collected data to determine progress in achieving project objectives, including strengthening the civic space, building legislative allyship, and improving regulatory compliance.

Deliverables

The consultant will provide the following:

  1. A final comprehensive midterm assessment report, including:
    • Findings on project performance and impact.
    • Analysis of challenges and opportunities.
    • Recommendations for improving project outcomes.
  2. A PowerPoint presentation summarizing key findings and recommendations.
  3. Present key findings at partners review meeting.

Timeline

The consultancy is expected to last for 1 month.

Qualifications

The lead consultant should meet the following qualifications:

  1. Advanced degree (master’s or higher) in social sciences, development studies, law, or a related field.
  2. At least 5 years of experience in conducting research, project assessments, or evaluations.
  3. Demonstrated expertise in civic space, governance, or CSO regulatory environments.
  4. Strong qualitative and quantitative data analysis skills.
  5. Excellent report writing and presentation skills.

Confidentiality and Ethical Considerations

The consultant will adhere to the highest standards of confidentiality and ethical practices. This includes obtaining informed consent from participants, ensuring secure data storage, and complying with legal and ethical standards. Any ethical concerns must be reported to Global Rights immediately.

Reporting

The consultant will report to the Executive Director and Program Manager of Global Rights. Regular updates on progress and challenges will be required.

Intellectual Property

All intellectual property rights arising from the consultancy will belong to Global Rights. The consultant may not use or disclose any project-related information without prior written consent from Global Rights.
