REQUEST FOR CONSULTANTSThe Adventist Development and Relief Agency (ADRA) is a global humanitarian organization with a mission to work with people in poverty and distress to create just and positive change. ADRA Somalia belongs to the world wide network, comprised of more than 130 supporting and implementing country offices. ADRA is seeking services of a professionally qualified and experienced consultant to conduct a training on consultancy on Public Private Partnership.Objective of the Consultancy

The overall objective of this assignment is to mobilize communities to support establishment of PPP framework in the management of water service delivery by using PPP approach. Special focus will be PPP approaches for the upgraded / rehabilitated public water supply water infrastructure in Sool region.

The objective of the assignment is to train key stakeholders on what PPP entails and provide guiding principles to guide launch of PPP within Sool region.

1.3 Specific tasks and issues to be addressed in this consultancyThe key aspects to be covered in this assignment include but not limited to:o Provide specialist technical training to ministry of water staff and other stakeholders focusing on PPP;o Review Somaliland PPP Policy for water resources and provide guiding principles in its application;o Explore potentiality of application and develop possible workplan.o Follow-up session on implementation review and submission of findings.Qualifications and Experience· Master degree in Business Administration, Economics.· At least 5 years’ experience on Public Private Partnership and expertise in working with government.· Expertise on humanitarian interventions and in working with young govern
