Job Description

Project Context and Scope

The development of Pre-Departure Orientation Programme aims to assist the ministry responsible for labor in preparing Rwandan Migrant workers more effectively before they migrate for jobs overseas. These manuals are designed to guide both public and private recruitment agencies on how to equip potential Rwandan migrant workers with knowledge on language proficiency, cultural orientation, rights, challenges, opportunities, and necessary skills.

Under the overall supervision of the Head of Programmes and under the direct supervision of National program officer, the consultant will work in collaboration with key relevant institutions which includes the Ministry of Public Service and Labour (MIFOTRA), Directorate General Immigration & Emigration (DGIE), Ministry of Foreign Affairs & International Cooperation (MINAFFET), Public & Private Recruitment Agencies and the International Organization for Migration (IOM), to develop a Pre-Departure Orientation (PDO Programme) in order to support the information needs of outbound Rwandan workers. Specifically, the consultant will undertake the following tasks:

Responsibilities

Tasks to be performed under this contract

  • Undertake onboarding training session provided by CIOP – IOM Bahrain.
  • Conduct a desk review of the existing pre-departure training curriculum and materials developed under IOM Bahrain’s Comprehensive Information & Orientation Programme (CIOP), particularly the Regional Guide for PDO for East & Horn of Africa and Gulf Countries.
  • Conduct an institutional mapping and consultations with relevant stakeholders on the structure and contents for the Rwandan pre-departure training manual.
  • Propose a concept to IOM for the PDO programme, including but not limited to the recommended structure of the PDO Trainer Manual, an overview of the proposed content and the delivery mechanism.
  • Once the concept is approved, elaborate the content of the PDO Trainer Manual, using clear, concise, and accurate language, and following the reference of the CIOP Regional Guide for PDO.
  • Include in the PDO Trainers Manual relevant and updated information, data, statistics, case studies, examples, exercises, quizzes, and other interactive elements, prioritizing learning outcomes and knowledge retention of participants.
  • Ensure that the PDO Trainer Manual is culturally sensitive, gender-responsive, sustainable and inclusive of the diversity and needs of participants and the destination countries.
  • Ensure appropriate format and layout of the PDO Trainers Manual, using appropriate fonts, colors, graphics, images, and other visual aids in line with IOM Guidelines for publications. Specifically, proofread the PDO Trainer Manual, and ensure all contributions and final content is free of typos, inconsistencies, and plagiarism.
  • Deliver the final draft of the PDO Trainer Manuals to CIOP-IOM Bahrain responsible for review and feedback and incorporate any necessary revision.
  • Deliver the final version of the PDO Trainers Manual to IOM for final validation.

Category B Consultant hired to deliver a report on a three-instalment payment basis:

  • First deliverables (24 workdays) –the Consultant shall produce:
  • Inception report including detailed work plan, research methodology, list of stakeholders to be consulted.
  • Institutional mapping
  • Proposed structure of the pre-departure training manual following the consultation with key stake holders – First instalment payment
  • Second deliverables (30 Workdays) following the submission of the first deliverables and approval from IOM, the Consultant shall produce:
  • the first draft of the predeparture training curriculum to share with CIOP-IOM Bahrain for a review and incoorperate feedback
  • present the draft to technical working group for validation. – Second instalment payment
  • Third deliverable (27 Workdays), after incorporating feedback from CIOP and inputs from the validation, the consultant shall;
  • submit the final PDO Manual and

conduct training for recruitment agencies and key stakeholders on how to use the PDO guide. – Third and final instalment payment

Qualifications

Education

  • A master’s degree or equivalent in education, international development, human rights, or a related field. At least seven years of experience in developing and delivering training programs, manuals, and materials for international organizations, preferably migration related field.

Experience

  • Excellent writing, editing, and communication skills in English, and the ability to produce high-quality and engaging content.
  • Strong knowledge and understanding of the cultural, social, political, and security contexts of the countries where Rwandan Migrant workers are employed.
  • Demonstrated commitment to the values and principles of working with International Organisations, and the ability to work in a multicultural and diverse environment.
  • Proficiency in using Microsoft Word, PowerPoint, and other relevant software and tools for developing and formatting training manuals.
  • Ability to work independently, meet deadlines, and respond to feedback.
