Oxfam is looking for an experienced consultant to support our South Sudan country team in the programming and consolidating of its work on education including conflict-sensitive accelerated learning program, vocational education and livelihoods, community engagement and working in partnership with local organizations as well as coordination and influencing work.

You will be part of a committed and engaged Oxfam South Sudan team also working on WASH, food security and livelihoods in different parts of the country. You will be working with the education and governance teams. The position is based in Juba with frequent travel to field offices. You will be managed by referring to the South Sudan Deputy Country Director and work in close dialogue with Oxfam IBIS technical advisers in Copenhagen.

You will:

  • Contribute to the design, preparation and start of a new humanitarian education programme in Pibor:
    • Ensure programme is based on a strong context analysis and understanding of community dynamics including gender and conflict in the area.
    • Support local partner mapping and identification.
    • Work closely with the manager and team in Pibor.
    • Support contracting of staff
  • Build and/or support strengthening of programme staff and partners’ capacities and the continued efforts to develop a strategic programmatic approach, through adaptation of relevant methods, tools and guidelines, including good practices of MEAL
  • Ensure links and roles for the programme in national advocacy and coordination in collaboration with the Oxfam technical teams and between different education interventions in order to establish the basis for one programme approach.
  • Contribute to sharing of information and linkages between programme
  • Participate and support team in coordination and influencing work on education, youth and localization, including identifying the strategic spaces for influencing
  • Support fundraising efforts
  • Support Education team in timely planning and revising work plans and budgets.

You have:

  • Relevant university education in social sciences, education, international development or equivalent.
  • Comprehensive knowledge of humanitarian and development work in fragile situations and preferable with education in emergency.
  • Experience of working in insecure and conflict affected environments.
  • Willingness to live in the field locations with basic facilities.
  • 5+ years experiences in programme development preferably from South Sudan or other fragile situations
  • Strong social skills and ability to work in a complex setting.
  • Ability to take initiative and work under limited supervision.
  • Fluency in written and spoken English

We offer:

  • A 4-6 months contract with possibility of extension with Oxfam IBIS
