Background

Fondazione L’Albero Della Vita Onlus (FADV) is an international development organization headquartered in Milan – Italy. Since 2006, FADV is operating with the primary objective to promote and protect children basic rights along with improving the quality of living conditions of the marginalized people, with special emphasis on children and women.

FADV has been working in Kenya since 2009, focusing on Children’s rights and protection.

Since 2014, it has been working in the Government Statutory Institutions in collaboration with the Department of Children Services (DCS), in order to improve the conditions of the children hosted in the centers.

In May 2018, with the financial support of the Italian Agency for Development Cooperation, FADV started a new project in partnership with the several Departments of the Government of Kenya and with the support of several National and International partners, with a specific focus on: Restorative Justice, Alternative Care and Juvenile justice.

Purpose of the assignment:

  • Provide technical support and strategic insights for the implementation of the Foster Care pilot project in 4 sub-counties.
  • Conduct, whenever needed, training for project staff, stakeholders and government counterparts on Alternative Care.
  • Development of Manual on guidelines on Alternative Family Care, in the framework of the project currently implemented by the organization in Kenya.
  • Support the implementation of a Feasibility study on Alternative Care on the targeted sub-counties.
  • Mapping opportunities for PPP between private sector and government counterparts, within the Juvenile Justice and Alternative care sector, with the aim of expanding the organization funding opportunities
  • Conducting assessments of the current PPPs realized with key government counterparts and private sector by interviewing stakeholders and partners
  • Meetings with relevant stakeholders and departments to analyze needs and feasible partnerships
  • Creation of PPPs between relevant Government Departments and the private sector to strengthen and expand the organization intervention
  • Any other duties as may be assigned by the line manager, relevant to the achievement of Project objectives

Deliverables:

Alternative Care:

  • 1 Manual on guidelines and methodology on Alternative Family Care in Kenya
  • Draft of Feasibility study on Alternative Care on the targeted sub-counties
  • Report with baseline survey and final objectives reached, as per project logical framework

Private Sector engagement

  • Final report of all the PPPs currently ongoing with targeted Department and private sector
  • A comprehensive mapping of all PPP opportunities within the framework of Juvenile Justice and Foster Care in Kenya between private sector and government agencies,
  • A workplan indicating specific tasks, responsibilities and resources required for the development and creation of PPP
  • Drafting and development of at least 6 PPP between private sector and key government agencies (DPAS, DCS, KPS, NPS)
  • Training sessions on PPP development to targeted stakeholders

TIMEFRAME:

Start date: July 2019; Expected end date: March 2020

Qualifications / Level of studies:

University degree in Social Sciences/ Political Sciences/ Human Rights, Pedagogy/ Social Studies or other related fields of study

Experience:

  • Minimum 4 years of relevant work experience in private sector development and in Alternative Care sector
  • Previous management experience with similar assignments
  • Previous experience in Public Private Partnership (PPP) and Alternative Care in Kenya will be an added advantage

Skills:

  • Demonstrated capacity to form win-win partnership
  • Strong interpersonal communication skills.
  • Strong communication skills
  • Strong analytical and organizational skills, attention to detail
  • Data handling skill
  • Must be fluent in English and Swahili

Other:

  • Ability and willingness to travel on occasion to other counties’ locations
  • Honesty and strong ethics are required in order to be successful in this position.
  • Ability to apply discretion and maintain confidential information
  • Professional attitude towards work.
  • Pro-active and results oriented.
  • Flexible and adaptable in working with an up-and-coming not-for-profit organization
