The “Arbeiter-Samariter-Bund Deutschland (ASB)” is a German aid and welfare organisation with more than 300 branches at national, regional, district and municipal level all over Germany.

More than 1.3 million members provide a broad social basis for our organisation and more than 20,000 employees as well as over 17,000 volunteers form part of the ASB ensuring a high level of quality in areas such as rescue services, civil protection and social services. Since its foundation in 1888, ASB has acted as a politically and denominationally independent association ensuring a high level of continuity and reliability. ASB’s Foreign Aid Department provides both direct emergency relief to people hit by human-made or natural disasters and longer-term rehabilitation measures designed to promote recovery and to rapidly support to restore the livelihoods of refugees, internally displaced persons (IDPs) and other vulnerable groups. ASB currently has a portfolio of more than 100 relief, rehabilitation, development and inclusive Disaster Risk Reduction (iDRR) projects.

ASB started its operations in Niger in 2005 and is currently employing 31 staff. ASB Niger implements in collaboration with national NGOs and Nigerien authorities on municipal and national levels. Our humanitarian and development projects focus on building resilience for Malian refugees, IDPs, host and crises affected communities through Livelihood, Food security, Climate Change adaptation and iDRR, Education in emergencies, WASH and Social protection.

Geographically, the ongoing projects are implemented in several departments in Tahoua, south-west Niger. ASB has been active in the state, the border region to Mali, since 2015 and has developed strong relationships with communities, local organisations and authorities. For technical support, project coordination and program development, ASB operates an office in Tahoua.

ASB is seeking expressions of interest from qualified and committed individuals for the following position:

Country Director ASB Niger

The Country Director is responsible for the overall leadership and strategic development of the ASB Programme in Niger. He / She is reporting to and supervised by the respective Desk Officer for Sub-Saharan Africa at ASB’s headquarter in Cologne, Germany.

Duration: 12 months (possibility of extension)

Start: March 1, 2023

Location: Niamey, Niger

Salary: ASB offers a competitive salary commensurate with experience

Key responsibilities include:

  • Programme Management: to supervise all projects and programs implemented by ASB and local partner organisations in Niger. This particularly concerns the achievement of project / program objectives and the timely development and submission of required project documentation including but not limited to studies and reports and M&E related documentation.
  • Programme Development and Fundraising: to develop project concepts and proposals in close cooperation with the country office for Niger and ASB HQ. To establish and maintain close working relationships with donors present in Niger in order to raise funds for new project cooperations in line with ASB’s programmatic priorities as defined in ASB Foreign Aid’s mission statement.
  • Compliance: to ensure that all personnel and projects adhere to ASB‘s internal strategies and policies, particularly ASB’s SOPs, Code of Conduct and Strategic Objectives of ASB Foreign Aid Department. To ensure compliance with donor regulations as well as with rules and regulations of the country in which projects are being implemented.
  • Representation: to liaise and represent ASB towards the Government of Niger, UN agencies, European Union, donors, the (I)NGO community and networks, the media and other relevant stakeholders.
  • Partnerships & Alliances: to maintain existing partnerships and alliances as well as build up new partnerships and alliances.
  • Financial Oversight: to supervise financial management, including but not limited to country budget including all projects and programs as well as financial management systems to ensure full-compliance with ASB’s and donor financial guidelines, procedures and policies.
  • Personnel Management: to supervise recruitment and human resource management of all personnel employed by ASB Niger. This includes the direct line management of the technical coordinator, finance manager and communication, security and M&E officers.
  • Safety and Security: to ensure the overall safety and security of personnel and assets in line with ASB Niger’s Security Management Plan and update the plan when needed.
  • Internal Communication: to maintain regular and close communication with ASB‘s HQ on relevant matters, particularly project progress, development of new projects as well as strategic development of the long-term portfolio in the Sahel region.

Key Requirements:

  • Relevant University Degree (degree in humanitarian studies, development studies or similar an advantage)
  • Minimum eight years of relevant work experience including at senior management level
  • Profound knowledge and understanding of project management tools (PCM, Logical Framework, outcome orientated M&E, etc.)
  • Knowledge and experience in key working areas such as Humanitarian Assistance, DRR, Resilience building, Livelihoods, Social cohesion
  • Strong proposal development skills
  • Experience with Safety and Security Management in volatile areas
  • Experience with international donor agencies such as European Commission, German Federal Foreign Office, German Ministry for Economic Cooperation and Development, and/or others
  • Experienced in liaison/lobbying/advocacy with key stakeholders
  • Strong leadership and communication skills, with excellent written and spoken in French and English
  • Ability to inspire and work independently
  • MS Office proficiency
