POSITION SUMMARY:

World Relief seeks a Country Director responsible for the development and management of the World Relief Chad Country program portfolio and day-to-day activities. This is achieved through the development and implementation of a country strategy which is in line with World Relief’s (WR) mission, vision, values. This includes aligning programs with WR International Program’s strategy; the recruitment of requisite personnel; the evolving development of policies, structures and systems; ensuring the quality of Monitoring and Evaluation processes; spearheading at the local level and active participation in U.S. and International resource development efforts; and the development of strong strategic partnerships with local institutions, government agencies, donors and other implementing partners that are aimed at enhancing the shared mission of the organization and responding to the most vulnerable in a disaster response context. The Country Director will lead the senior management team and represent the organization with government, donors and other local and international organizations.

ROLE & RESPONSIBILITIES:

  • Provide overall leadership, supervision, and support to all World Relief staff in-country, fostering both professional excellence and spiritual growth while ensuring effective delegation and accountability.
  • Lead the development, implementation, and periodic review of the country strategy, ensuring alignment with World Relief’s mission, strategic priorities, and program competencies.
  • Ensure all programs integrate and apply World Relief’s principles of Integral Mission and reflect organizational values.
  • Provide strategic leadership for business development, including identifying funding opportunities, cultivating donor relationships, and leading or overseeing proposal development, logframe design, and grant negotiations.
  • Build and maintain strong partnerships with government ministries, donors, UN agencies, NGOs, churches, local partners, and other key stakeholders.
  • Serve as World Relief’s primary representative in-country, representing the organization in coordination forums, donor meetings, government engagements, church networks, media interactions, and other external platforms.
  • Provide overall management and strategic direction for all programs, ensuring quality implementation, achievement of results, compliance with donor requirements, and adherence to approved workplans and budgets.
  • Strengthen organizational systems, policies, internal controls, and operational processes to support effective program delivery, accountability, and long-term sustainability.
  • Lead organizational risk management efforts, including identification and mitigation of operational, financial, programmatic, compliance, and security risks.
  • Ensure effective Monitoring, Evaluation, Accountability, and Learning (MEAL) systems are in place and that program learning informs adaptive management and continuous improvement.
  • Maintain World Relief’s legal registration and ensure compliance with all applicable national laws, regulations, donor requirements, and organizational policies.
  • Oversee financial management, including budgeting, forecasting, financial reporting, procurement oversight, cash management, audit preparation, and stewardship of organizational resources.
  • Approve major expenditures and procurement actions in accordance with donor regulations, organizational policies, and delegated authority levels.
  • Ensure accurate, timely, and high-quality donor reports, quarterly metrics, and organizational reporting requirements.
  • Provide leadership for safeguarding, child protection, prevention of sexual exploitation and abuse (PSEA), fraud prevention, and ethical conduct, ensuring all concerns are appropriately reported and addressed.
  • Oversee staff safety and security, monitor the operating environment, participate in security coordination mechanisms, and lead emergency preparedness and response efforts, including evacuations when necessary.
  • Ensure timely submission of situation reports, security updates, and emergency communications to the Home Office in accordance with organizational policies.
  • Recruit, develop, supervise, and retain qualified staff; conduct performance management processes, including annual reviews for direct reports; and address performance concerns as necessary.
  • Lead and coordinate the Country Leadership Team, ensuring strong collaboration across programs, finance, operations, HR, security, and support functions.
  • Promote staff development, succession planning, leadership growth, and the transition of responsibilities to qualified national and regional staff where appropriate.
  • Strengthen local partner and community capacities and advance localization efforts to enhance sustainability and long-term impact.
  • Cultivate and manage relationships with U.S. partner churches, including communications, field visits, team hosting, and engagement initiatives.
  • Review and update country policies, procedures, and systems in consultation with Regional and Home Office leadership as needed.
  • Perform any other duties assigned by the Regional Director.
  • This role is responsible for supervising others and includes responsibilities consistent with supervising employees including but not limited to monitoring daily work activities, tracking and approving timesheets including approving time off, monitoring performance including entering goals, progress check-ins, and weekly or bi-weekly check-ins, documenting performance concerns, entering staff promotions, transitions, and separations in HRIS within required time frame. Managers at World Relief are also considered spiritual leaders and are expected to lead staff in a manner consistent with our Christian values including but not limited to praying with staff, leading devotionals, and fostering a Christian environment in interactions with staff throughout World Relief.

JOB REQUIREMENTS:

  • Mature and personal Christian faith
  • Committed to the mission, vision, and values of World Relief
  • Desire to serve and empower the Church to impact vulnerable communities
  • Able to affirm and/or acknowledge World Reliefs Core Beliefs, Statement of Faith, Christian Identity and National Association of Evangelicals’ For the Health of The Nation document
  • University Degree in related field.
  • Business development and leadership experience is highly value
  • A minimum of seven years of experience in international relief and development work with progressive leadership responsibilities and proven resource development skills, or a minimum of Ten years of experience in business management and leadership with progressive increasing responsibilities
  • Experience in administration of U.S government, UN, ECHO, EU and other donor-funded grants
  • Proven leadership and management of international donor support programs, with extensive experience in strategic planning, resource mobilization, proposal development, management, supervision, and budgeting in a multi-project and multi-funding environment
  • Professional proficiency in English and French, and strong oral and written communication ability in both languages.
  • Ability to lead multidisciplinary teams and strong interpersonal skills
  • Proven ability to develop and communicate WR’s vision to partners, donors, churches, government agencies and non-government stakeholders
  • Passionate commitment to Jesus Christ and to the mission of World Relief
  • Must be able to relocate to and reside in Chad
  • Proven intercultural team building skills in high-pressure humanitarian environments.
  • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving program needs.
  • Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform.

PREFERRED QUALIFICATIONS:

  • Masters’ degree preferred.
  • Extensive experience in conflict zones or fragile contexts
  • Proven ability to manage remote teams in challenging contexts.
  • Proficiency in Arabic.

$65,000 – $65,000 a year

Compensation is commensurate with experience.
