GOAL has been working in Sierra Leone since 1999. GOAL Sierra Leone works in health, focusing on health system strengthening and adolescent sexual and reproductive health, WASH, blue economy, food security and livelihoods, emergency preparedness and response, climate change, and system strengthening. GOAL directly implements programmes and works in partnership with national society organisations, local government, the private sector, and communities.

GOAL Sierra Leone’s Country Programme

GOAL Sierra Leone has a team of approximately 130 personnel and manages an overall budget of approximately €5.2m. The head office is based in Freetown, with field offices in Kenema, Kambia, Makeni, and Moyamba Districts. GOAL Sierra Leone’s country programme is funded by Irish Aid, Charity: Water, the City of Zurich (UN-Habitat), the Sunflower Foundation (Community Foundation Ireland), Jersey Overseas Aid, and several smaller donors.

Job Purpose

The GOAL Country Director (CD) takes overall responsibility for the planning, management, and appropriate development of GOAL’s work in-country. The CD is responsible for the strategic direction of the programme and the development and promotion of specific competencies that are key to building GOAL’s reputation and resource mobilisation efforts. The role is also responsible for organisational coherence, policy implementation, and regular and effective communication within the country team and with GOAL’s Regional Office and Headquarters in Dublin, Ireland.

Key Duties & Responsibilities

  • Development and execution of country strategy.
  • Programmes, including developing GOAL Sierra Leone’s humanitarian response capacity and funding.
  • Oversight of all in-country activities, personnel, and the Country Management Group (CMG).
  • Safety and security of all staff.
  • Country-level advocacy.
  • Resource allocation and mobilisation.
  • Cost efficiency and quality, including the implementation of control mechanisms.
  • Development and maintenance of adequate country structures and systems.
  • Learning, training, and development of all staff, including a strategy for national staff development.

Requirements

  • Third-level qualification in a relevant discipline, such as Development Studies, Social Sciences, Management, or another related discipline.
  • 5+ years experience at Country Director level in a complex humanitarian and development environment.
  • Significant experience in successfully bidding for large-scale, multi-annual, complex grants.
  • Strong people management experience.
  • Experience in liaising with government officials and a variety of donors.
  • Experience in proposal and report writing, with a proven ability to secure donor funding.
  • Strong budgetary control and financial management skills.
  • Familiarity with and commitment to abiding by the NGO Red Cross Code of Conduct, the People in Aid Code, and CHS.
  • A willingness to travel regularly to programme sites.
